Meeting called to order at 1951 by Chairman Jeff Reinhardt. There were thirteen members and eight visitors present.
Treasurers Report: Jim Fortney, K6IYK
An interim report (on file) of Income and Expenses through December 10th was
presented, including Net Asset status. Fortney stated that a final report will be prepared
at the end of the year.
Allan Avnet, AB6UB, made a motion to accept the Treasurer's report, seconded by Wally
Foster, N6CDJ. Vote 13 for the motion, 0 against.
The TASMA mailbox has been re-keyed because no mailbox keys were turned over by the
last administration.
Secretary's Report: Jane Avnet, KD6ODV
Copies of the minutes of the December 4, 1998 Annual Meeting and the minutes of the
October 15, 1999 General Meeting were passed out and approved. Motion to approve these minutes by Jensen Woods, AH6MX, seconded by Allan Avnet. Vote 13 for the motion, 0 against.
Committee Reports:
Technical Committee: Allan Avnet, AB6UB, Chairman
- Changes in the last year, the Tech Committee has been downsized to make it more
responsive.
- We have a new Secretary. Our former Secretary, Sybil Allbright W6GIC, had to
resign due to ill health.
- It has been an uneventful year, with only one major problem, a repeater causing
interference down in Mexico which was resolved.
- All Tech Committee meetings are open. We try to get an agenda out a week
ahead of the meeting. The agenda is posted on the TASMA web page.
- The Request for Coordination forms and the instructions for filling them out are
on the web page.
- We would like to have some Spanish speaking member or two on the Tech Committee.
- Would like to consider purchasing a terrain mapping program for RF. This would
make these calculations more accurate.
Executive Committee: Jeff Reinhardt, AA6JR
In the past, TASMA has been in the center of controversy, that no longer happens. We're
here to manage spectrum, not for personal gain. This year, TASMA has addressed
interference problems in the US as well as in Mexico.
Secretary: Jane Avnet, KD6ODV
- I have instituted a correspondence report that is distributed monthly to the Board
that will help track incoming mail and it's disposition.
- Maintain the web page with information provided by members of the board or by
its direction. This year I moved the Web page to a free site saving TASMA the
monthly fee.
- I publish the newsletter when directed by the Board.
Treasurer: In addition to the above report, there are 101 active paid up TASMA
members, two or three people have joined during the meeting.
Questions from the floor:
- Do all members of TASMA live in Southern California?
Ans: 99% of our members are local. We have one member in Nevada
- How much time is required to be a member of the Tech Committee?
Ans: One meeting a month, meeting takes about two hours. You might be asked to
monitor a problem in your area. Try to figure out what the problem is and report
your findings to the Tech Committee. Three to four hours a month would be a lot.
- When are you going to extend the Band Plan? There is no more room for new
repeaters. Could we put repeaters into the Simplex portion?
Ans: Some of this is set by the FCC rules and can't be changed. You must do your
homework. Go to the Tech Committee with your ideas to see if they are technically feasible. Then bring it up before a general meeting to effect a change in the Band Plan.
- Can a Novice be a member of TASMA?
Ans: No. To be a member of TASMA you must be licensed to operate on the 2-meter band. (Bylaws: Article I, Section 1.)
Unfinished Business:
Dues Structure: The board would like to revert to the previous practice of collecting dues on a annual basis instead of at the end of the calendar year (as voted in by the members present at the June 5, 1998 general meeting.) This will give TASMA a more even cash flow and make budgeting much easier. The collection of dues at year-end puts undue stress on the lame duck Treasurer or the incoming Treasurer. Jensen Woods made the motion to ratify the Executive Committee's action of reverting to collecting dues on an annual basis based upon when the member joins TASMA, rather than on a calendar year basis, seconded by Wally Foster, vote 13 for the motion, 0 against.
Election of Officers:
The floor was opened for the position of Chairman. Jeff Reinhardt was nominated. No
other nominations for chairman were made. Motion made by Jensen Woods, seconded by Allan Avnet,
13 for the nomination 0 opposed. A motion was made by Wally Foster to nominate all the members of the board as it sits. Motion seconded by Javier Ibarra, KF6IBY, 13 for the motion 0 opposed. The following are the Board Members for 2000:

New Business:
Jeff Reinhardt read an article aloud from the latest copy of World Radio, "Crisis in
Repeater Coordination" by Bill Pasternak pertaining to something that is going on with
SCRBBA. Another group is trying to take over coordinating repeaters within the 440
band. This is a warning to TASMA. TASMA must represent all members of the 2-meter
community not just the repeater owners. This is something TASMA is currently doing.
The new membership application has a survey of the individual member's areas of
operational interests. This will give us an idea what our members interests are, and if we
do represent all interests on the 2-meter bands.
Mike Obermeier, K6SNE: How is TASMA dealing with closed repeaters? Does TASMA
have paper repeaters? What is TASMA doing to eliminate them if they exist?
Ans: The Tech Committee will be looking into the possibility of paper repeaters within the Southern California area. In 1999 the Tech Committee made sure we had a stable
organization and that it was up-to-date with the actions it needed to take. TASMA needs
to periodically review the use of the repeaters under its jurisdiction.
Jeff Reinhardt: We will be looking into requiring a PL on all repeaters some in time in the near future. This will aid in freeing up frequencies for other Hams to use.
Jeff Reinhardt raised the question: what does the members think of the possibility of merging TASMA with one of the other coordinating bodies such as 220-SMA or SCRBBA. This would merge talents and technical expertise to be used throughout all the Southern California amateur bands. The problem is, we do not have enough Hams in the organization who are willing to do the work that is necessary to keep the organization running. Jeff asked the members to brainstorm for a few minutes on this subject. The majority of the members felt there is a different philosophy between the different organizations. TASMA should remain a separate entity. The point was made that this has been tried in the past, and didn't work.
Mike Obermeier made a motion to adjourn. Meeting was adjourned at 2120.
