Minutes of the Technical Committee Meeting of September 14, 1999

These minutes were corrected and approved, 11/9/99.
A. The meeting was called to order at 7:00 p.m. by Allan Avnet, AB6UB, Tech Committee Chairman.

B. A motion to accept the Minutes of the July meeting was made by Jensen Woods, AH6MX, seconded by Joe Provenza, W6UPN.

C. Allan Avnet, AB6UB, asked if there was any business for the Committee from those attending the meeting, that was not already on the agenda.

  1. Jose Batrez, KD6AFA, presented his RFC update for the old Henry Radio pair, 146.07/.67 MHz.
  2. Alex Hodoyan Ramirez, XE2IO, introduced the Asociacion de Radio Aficionados de Tijuana club of Baja California. Alex spoke about the foul language on some repeaters on frequency pairs in southern California that are shared with repeaters in Baja California. An Interference Report on 145.460 MHz was presented to TASMA. A motion was made by Jensen Woods, AH6MX, seconded by Karl Pagel, N6BVU, to send the interference report, along with a cover letter explaining that the current repeaters using the pair 144.860 input 145.460 output, K6PYP and KC6OKA, are not coordinated by TASMA to be using that frequency pair, to the FCC. Carbon-copies of the package are to be sent to both Mr Hollingsworth and Zullick of the FCC, the ARRL, W6UPN, XE2DXA, and to K6PYP and KC6OKA. Voted by the Committee, 3-1.

D. Karl Pagel, N6BVU, Technical Committee Secretary, explained system updates to the Committee:

  1. 144.895+ WD6FAB has moved away and the frequency pair will be absorbed by the Committee, since his use of the pair was uncoordinated
  2. 145.400- KC6YLK is no longer using this pair. Received a letter from him stating that he no longer has any systems on two meters.
  3. 145.480- KE6UPK according to their club newsletter have added a second access tone (123.0). Will send a RFC to ask them to update their records.
  4. 146.025+ N3NBM has moved away. All mail returned.
  5. 146.025+ W6ELZ back on the air with a full-time access tone (103.5) and a callsign change to WB6RSK. Will send RFC to update our records.
  6. 146.160+ N6HIQ gave pair back to TASMA. Because of crowded use of frequency pair, both forward and reverse, it will be impossible to put any new system on that pair.
  7. 146.355+ W6OKY, although a silent key, will remain as the id’er of the system, because the JAARS club successfully changed his personal call to their club call.
  8. 147.090+ KF6MZS has changed to a vanity call, W6CDF.
  9. 147.150+ W6VIO has changed to a vanity call, WR6JPL.
  10. 147.705- N6GWD has changed to a vanity call, K6JB.
  11. 147.915- KF6MZS has changed to a vanity call, W6CDF.

E. One year tests were completed for:

  1. 146.355+ KB6LJQ Chuckwalla Mountain
  2. 147.000+ KB6LJO Blythe, McCoy Mountain
  3. 147.075+ KN6RW Littlerock
  4. 147.420/146.475 WA6BGS El Cajon
  5. 147.945- KF6JWT Oat Mountain

Jensen Woods, AH6MX made a Motion with Joe Provenza, W6UPN seconded, to accept the last three systems, with the first two upon verification of on-the-air service.

F. The reported use of 145.725 as a repeater frequency by W6KUN, which is illegal under Part 97, was turned over to Joe Provenza, W6UPN, for investigation.

G. The use of 147.540 by the San Diego Hang Gliding and Paragliding Association, KC6WQW, for a wind-talker weather station on Mount Laguna, was reported by Karl Pagel, N6BVU. The group is looking for a new simplex frequency to avoid further interference problems. The Secretary will follow up and report when a new frequency is selected by the Hang-gliding group.

H. A motion was made by Karl Pagel, N6BVU, with Joe Provenza seconded, to give WA6LAW a one year test on 146.880- on Black Mountain, near Blythe. Vote was 4-0.

I. Other miscellaneous items covered were:

  1. N6YMZ requested a new frequency assignment for use on McCoy Mountain near Blythe. He has been sent a RFC.
  2. The proposed frequency flip-over by AB6UB on 147.210 was continued. Tests are working well.
  3. A new and separate simplex frequency for use by DGPS users was discussed. No action at this time.
  4. An system update from K6TLH on 147.945- was received.
  5. A letter will be sent to WB6BJM on 147.000+ to discontinue use of 144.550 MHz as an alternate input frequency for his Hollywood Hills system, because of interference to the inputs of WD6AWP on 145.140 and KA6EEK on 145.160.
  6. Jeff Reinhart, AA6JR, TASMA President, directed Rob Hanson, W6RH, to review TASMA’s technical standards to see if they need updating.

The TASMA Technical Committee meeting was adjourned at 9:02 p.m.
