Minutes of the Technical Committee Meeting of April 13, 1999

Minutes corrected & approved 6/8/99

Meeting was called to order by Chairman Allan Avnet, AB6UB, at 7:11 P.M. Jane Avnet, KD6ODV, agreed to take the minutes in the absence of the Tech Committee Secretary.

Secretaries Report: The minutes from the March 9, 1999 meeting were read and approved. Motion by Jeff Reinhardt, AA6JR, Second Rob Hansen, W6RH; 3 for, 0 against, 0 abstaining.

Correspondence: Letter from Jeff Richardson, KD6NXD, president of the Citrus Belt ARC and Member of Crestline ARO regarding 3/9/99 minutes. Disputing Mr. Bruce Scholes, WA6BYY, claim to 146.850/Repeater. According to Mr. Richardson the matter has been turned over to an Attorney for resolution. Mr Richardson requested TASMA to withhold any action on Mr. Scholes claim until this matter can be resolved with the two widows who currently are responsible for this frequency. A letter has been requested from the Attorney stating the status of the litigation. The Tech Committee will take no further action until the litigation has been resolved.

Agenda Item 1: 147.750/147.150 - WB6ZTQ. George Kreider III, KN6LA, 484 Deerhurst Ave., Camarillo, CA 93012. RFC-4 and two copies of coverage study maps. The requested documents were received as a result of a request sent after the 3/9/99. The Secretary was directed to notify Mr. Kreider that he is now coordinated on this frequency.

Agenda Item 2: 146.955/146.355 - New RFC with 10 copies for coordination from Teddy A.Laviatoria, 5596 Newcastle St., San Diego, CA 92114, KN6NA repeater located in El Cajon, CA 165 Sierra Vista Drive. It was decided to put this repeater on 1 year test and notify adjacent and co-channels.
Motion by Jensen Wood, AH6MX, Second Rob Hansen, W6RH; 3 for, 0 against, 0 abstaining.

Agenda Item 3: Update for 144.520/145.120 in Running Springs, Heaps Peak. Robert Laag, WA6ISG, 3886 Shelby Drive, Riverside, CA92504. Call sign change from WB6ZIR to WA6ISG. Motion to accept call sign change.
Motion by Jensen Wood, AH6MX, Second Karl Pagel, N6BVU; 3 for, 0 against, 0 abstaining.

Agenda Item 4: 144.540/145.140, NEW RFC + 10 copies, Tim Sawyer, WD6AWP, 19491 Surfset Dr., Huntington Beach, CA 92649-7500. Repeater to be installed on City Hall Bldg., 2000 Main St. Used by H.B. RACES as a backup repeater. After a lengthy discussion due the coordination overlapping the same frequencies as his repeater on Santiago Peak, it was decided to put this repeater on 1 year test with the following stipulations. If the Santiago repeater changes hands, loses its coordination, or is inoperative for over 90 days, the RACES repeater in Huntington Beach will lose its test status and/or coordination if granted.
Motion by Karl Pagel, N6BVU, Second Rob Hansen, W6RH; 3 for, 0 against, 0 abstaining.

Agenda Item 5: 145,105/144.505 W3TGG, Site change. It was decided to put this repeater on 1 year test and notify adjacent and co-channels.
Motion by Jensen Wood, AH6MX, Second Rob Hansen, W6RH; 3 for, 0 against, 0 abstaining.

Other Items:

1- Allan Avnet, AB6UB - received two e-mails reporting interference on the SOARA repeater, 147.645, by a Mexican repeater. Allan will e-mail Jim Kelly and have him contact either Fried Heyn, WA6WZO, ARRL Southwestern Division Director or Tuck Miller, K6ZEC, the ARRL Section Manager San Diego with his complaint as TASMA has no jurisdiction outside of Southern California.

2- Karl Pagel, N6BVU - Agenda items continued to the next meeting are not addressed at the subsequent meeting. These items need to have someone follow up on them and taken care of. Jim Fortney proposed a format for the minutes at a prior meeting that may address this problem.

3- Jeff Reinhardt, AA6JR - We need to get the agenda of the Tech Committee meetings up on the web site 7 to 10 days prior to the meetings. E-mail is a great tool to communicate between the members of the board, but not for official TASMA business.

4- Karl Pagel, N6BVU -

a) update information from Steve Jensen on his repeater 146.910 also a copy of his license.

b) Gary Franks. W6NVY, has 3 repeaters on 147.195 RCF for a new location. TASMA needs to send packet of forms to Mr. Franks. He needs to send us ten copies of his request on the latest forms. He needs to update us on all his other systems.

c) Karl has access to the TMRCC files.

d) Karl has the official TASMA database, (Jane has a copy 9/98.)

e) Copy of a request to SCRRBA by the 146.970 the Fullerton Rayethon machine applying for a link pair on 440. They want to link 1.2 gig, a 440 machine and their 2 meter machine.

f) TASMA needs to send RFC forms to 145.200. K6JM has moved his repeater. He maybe interfering with two uncoordinated repeaters. Karl has sent TASMA forms which have never been returned.

g) Karl will put TASMA's address into the next publication of this repeater book.
