Minutes of the Meeting of Feb. 9, 1999

The meeting was called to order by Allan Avnet, AB6UB, at 7:00 PM at Carrows Restaurant on Magnolia in Huntington Beach.

The minutes of the previous meeting were published with two corrections stating the frequencies that went with W6LAR (147.975) and W1CDM (145.44)in paragraphs 6 and 8, respectively.

From the audience: Jose Angel Batrez, KD6AFA, spokesperson for a large group of members of the Spanish Speaking Radio Operators of Orange County (SSARO), presented a letter and a Request for Frequency Coordination for 146.070/146.670 (the former Ted Henry repeater's frequency}. After much discussion, there were questions remaining about who really owned the equipment. Karl Pagel, in an e-mail, stated that Ray Cardenas was the trustee, not the owner, and that he, Ted Henry, W6YEY, was taking it back again. The TASMA Technical Committee Secretary was asked to send an RFC to Ted Henry, which was done..However, in a letter to TASMA, Ray Cardenas stated, "I, Ray Cardenas, WW6X, will remain as owner/trustee. However, Ray Cardenas is now deceased, so the committee decided that it cannot act on the request for coordination until the ownership of the repeater is established. (The RFC from SSARO did not include a block diagram or a site agreement, which would be needed before action can be taken, as well as the ownership question.)

Another group of amateurs representing the 146.010/146.610 N6ZHN Paradise Hills, San Diego, was given an RFC in order to change the trustee of the machine. Speaking for the group was Ben Concepcion, N6WY, who said he would mail it to the TASMA P.O. Box.

At this time, Jeff Reinhardt, AA6JR, Chairman of TASMA, arrived along with Rob Hanson, W6RH, who has been appointed by Jeff as a member of the Technical Committee. He came highly recommended by Jeff Reinhardt. He will be representing the Santa Barbara area and other points north of the San Fernando Valley.

Jeff Reinhardt also addressed the committee. He presented a draft of a paper entitled "Application for Technical Committee Appointment" which he asked the committee to review and to feed back suggestions for improvement, change, etc.

OLD BUSINESS:

1- TASMA received a note dated 9/1/98 from Robert Ennis, WB6ZIR, transferring all interests including trusteeship of the coordinated RTTY repeater on 144.520/145.120 to WA6ISG, Robert E. Laag.

A letter was sent to Mr. Laag including an RFC form for him to fill out. Also, the letter asked for a letter from the former trustee (which we have) relinquishing the trusteeship. It was stated erroneously in the letter to Mr. Laag that the RTTY repeater might have to move to the digital portion of the band. We were informed by Jim Fortney, K6IYK, a member of the Board, that RTTY repeaters should be in the regular repeater section of the band, not the digital portion. The Secretary was asked to write a letter to Mr. Laag asking him to fill out the RFC and telling him that the repeater would not have to move to the digital portion of the band.

2- No response from Lawrence Anderson requesting a system block diagram in the RFC he sent us updating his RFC for 147.375/147.975. The Secretary was asked to write a letter requesting not only the system block diagram but a notarize release from Jerry Van Der Sluis, KO6FP, the former co-trustee.

3- Letter from Frank Westphal regarding the Pomona repeater on 146.625/146.025, stating that it did not appear to be in the best interest of the Pomona repeater to install a tone coded squelch system and giving the reasons. Action was put off until next month when we have the files of this repeater as well as the La Crescenta repeater on the same frequency.

NEW BUSINESS:

1- Letter from Elvin G. Miali regarding transfer of trusteeship of the N6HIQ repeater on 144.66/145.26. Included was a letter from Larry Lammers, N6HIQ transferring the trusteeship of the repeater to Kevin P. McKeown, N6PSY (which will be the new call of the repeater). The Secretary was asked to write the co-channel users asking them to send in RFC updates, since there are no files on them.

2- Letter from Tom Fakehany, N6FDR, regarding interference to the N6FDR repeater on 144.66/145.26 from Spanish speaking users of KK6KD using PL 100. He requested that we change the KK6KD PL to something other than 100. According to the database, KK6KD is supposed to use 107.2 PL. The Secretary was asked to write KK6KD to alert him to the fact that some of his users are using PL 100 which is assigned to N6FDR. Also, a letter will be written to N6FDR to let him know that KK6KD is assigned to 107.2 PL.

3- Letter from George W. Kreider III, KN6LA responding to a TASMA letter sent by Tim Bowman (former Tech Committee Secretary) regarding WB6ZTQ, 147.750/147.150. The Secretary was asked to send a complete RFC for the record to Mr. Kreider which we ask that he return by the March meeting, at which time the one year test may be granted.

4- Letter from Ted Lavitoria, KN6NA, asking TASMA to consider a new frequency for his KN6NA repeater in Paradise Hills, San Diego. The new frequency requested is 144.740/145.340.

The committee approved a one year test on the new frequency delayed only until we receive a new RFC with the new frequency on the appropriate pages.

John Cordle, trustee for the WA6BGS El Cajon Club repeater on 146.475 transmit and 147.420 receive turned in a signed site agreement and a system block diagram to complete the RFC approved for a one year test in November.

An E-mail was received from Mark Foster, N1MF, who is the co-owner of the 146.010/146/610 repeater on Sierra Peak (N6THQ) asking when the San Diego repeater, N6ZHN, was coordinated. Mark Foster said "This might create a problem when we (N6THQ) eventually moves back to our site on Santiago Peak." Allan Avnet will answer the e-mail. No action was taken by the committee.

The meeting adjourned at 9:15 PM.
