Minutes of the Nov. 10, 1998 Technical Committee Meeting

The meeting was called to order at 7:00 pm by Allan Avnet, AB6UB, at the Ontario Fire Department.

The minutes of the previous meeting were approved as published.

From the Audience:

A letter transferring the Trusteeship of the N6HIQ/R repeater to Kevin P McKeown, N6PSY of Fountain Valley was read. The letter was from L.R. Lammers of Fullerton. He is donating the repeater to the city of Fountain Valley RACES for their sole control and use. The Technical Committee approved this action.

John Cordle, KF6XY, presented an RFC changing parameters for the El Cajon WA6BGS repeater on 146.475/147.420. They have obtained a site agreement which was voted on today and will be signed by next meeting. A more complete system diagram will be provided by the next meeting along with the signed site agreement. The Technical Committee voted to approve this action and authorized a one year test at the new site in Crest.

A letter and update RFC was received from Karl, N6BVU, which came to him from L.R. Anderson, W6LAR (147.975}. This being just a call sign change, the Technical Committee approved the action.

The group from La Crescenta was present and stated they have received no relief from the Pomona repeater. The Secretary was asked to send another letter to Frank Westphal, KF6E. This time, a different PL will be proposed, 103.5 instead of 123.0. He will be asked to contact Mark D. West, KO6MW, at 1260 Oak Circle Drive, Glendale, CA 91208.

Don Moberly, WB6LFC, stated that he is withdrawing his complaint regarding the Palomar Mountain repeater on 145.44 owned by Bernie Lupinacci, W1CDM, since there has been no further interference since his telephone conversation. The Technical committee directed the Secretary of the Technical Committee to write to Mr. Lupinacci telling him that a one year test coordination will be granted on receipt of a complete update form showing his coverage to be what was in the original coordination, that is, no signal into the Los Angeles basin.

The next order of business was to revise the Band Plan for presentation again to the General Membership Meeting in December. The original paragraph containing details of the border between TASMA and the Northern California Coordination Council was discussed and the paragraph is now more detailed in describing the TASMA coverage area.

The word "digital" was also inserted before "packet" in the General Band Plan and the APRS simplex frequency. Also, the Special Use Frequency Assignments section was revised to designate 144.345 as the ATV assignment and 144.39 as the APRS assignment. Also, 146.46 was made the designated frequency for all remote bases.

Finally, the inclusion of the Established Area Repeater Exceptions was included in the Band Plan. Attachment 1 encompasses the List of Coordinated Repeaters. Attachment 2 encompasses the Information Listing of Simplex Users and Nets. Both of these last two are not part of the Band Plan, but are added for information purposes.

The Technical Committee voted unanimously to approve the changes and to submit them to the General Membership for their approval at the December General Membership meeting.
