- The meeting was called to order by Matt (W6KGB) at 9:23 A.M. The meeting was conducted in accordance with the corrected agenda (see attachment A).
The committee members and guests were introduced.
The Technical Committee reviewed the draft meeting minutes of the July 31st TC meeting. The following corrections were noted:
- Correct Spelling John Fleming.
- Correct Spelling Mike Marin
- Error on 4.B. Art (WW6Y) correct call sign.
- Error on 4.C. Bob (NO6B) correct call sign
- Error on 9.B.a. Correct to Given a choice of Antennas for transmitting
With corrections, a motion for approval was offered by Howard (KI6GI), seconded by Lou (KG6FCT), vote 2-0-0
- Continued Business from Previous TC Meetings:
- 145.480 W6DRA Palm Springs – Follow-up of Call Sign change & records update.
Call sign change from W0GFQ to W6DRA

- 145.380 W6DRA Palm Springs – Follow-up of Call Sign change & records update.
Call sign change from KF6BD to W6DRA

- 145.280 KN6OK Camarillo – Follow-up on Change of Ownership.
Received letter to change ownership and Trustee from WB2WIK to KN6OK with no technical changes to repeater.
Motion for approval by Howard (KI6GI), seconded by Lou (KG6FCT), vote 2-0-0.
- 144.895 KF6ZTY Palos Verdes – Test Coordination Review.
The repeater is in test for coordination to be completed in December . At the present time both Matt (W6KGB) and Bob (NO6B) have observed the repeater is off frequency 335 Hz +- 5 Hz low with too large a deviation 4.5 KHz vs. 3.7 KHz . The trustee will be notified by E-Mail by Matt (W6KGB).
- 145.360 K6KMW Box Springs Mtn. – Test Coordination Review.
Test is in progress, should complete 31 May 2005. Matt has noted that due to its location, the coverage of the repeater is extensive and may later recommend a reduction in power. Will review later or at the end of the test.
Note: For the record, the Committee advised the Database manager that although not so designated on the RFC form, K6MKW intends that his system shall be a Private System.
- 145.360 KF6ZTY Chatsworth Peak & Contractor’s Point – Test Coordination Review.
TASMA has received a request from the applicant to terminate the test coordination.
Motion for approval by Howard (KI6GI), seconded by Lou (KG6FCT), vote 2-0-0.
- 146.160 N6WIK Laguna Hills, Laguna Beach, Laguna Nigel – Follow-up on Final Coordination Review. Gary Bakuri (KI6DB) attended the meeting representing this coordination request. After discussion, several problems were noted with this RFC including:
- RFC appears to cover three (3) repeaters at different but close locations at the same frequency and PL,
- Two of the three repeaters have not, and cannot, be heard to assure that there are actually on the air,
- It is not clear who will actually be the trustee of each repeater and responsible for its technical operation.
After discussions the Committee requested that Gary, KI6DB resolve the issues and submit updated RFC(s). Review deferred to next meeting.

None at this time.
- Interference Complaints:

- New RFC’s/updates:
- 145.360 WB6YMH Palos Verdes – General Update.
Based upon the action by the Board at it’s August 14th meeting to reverse the Committee decision of May 22nd concerning the coordination held by K6ENS (SK), the Committee accepted a RFC from WB6YMH to acquire the K6ENS system and relocate it to a new address and operate it under his Call Sign.
After discussion a motion was made to accept updated information except with a tone of 103.5. A test period concident with the other recent coordination on this frequency (K6MKW) was established extending to 31 May 2005.
Matt (W6KGB) to send a letter to WB6YMH to initiate coordination test.

- 147.150 AE6NX Thousand Oaks – New Coordination Request.
There presently exists a coordinated repeater in the Data Base as WB6ZTQ. Matt (W6KGB) will contact WB6ZTQ and we will start a 60 day test period to determine if the repeater is operational. Put the coordination request from AE6NX on hold until this is resolved and correspondence is received from S.M.R.A. (WB6ZTQ).

- 146.700 N6HYM Santa Barbara – Transfer of Coordination.
Lou will Send letter to Calli Marquez, KD6OVS requesting an updated RFC; we have received a transfer letter from James J Ward (N6HYH).
Motion for approval by Howard (KI6GI), seconded by Lou (KG6FCT), vote 2-0-0.
- 147.615 N6WZK Bell – New Coordination Request.
Note “Fleming” the spelling in the RFC.
Motion to deny the Request for Coordination and return the request the waiting list because of incompatibility with an adjacent channel coordinated repeater and the potential for interference on 147.000 MHz and 147.030 MHz at the V.A. Hospital repeater in Bell Air. Lou (KG6FCT) to send letter.

- 145.360 KF6ZTY Contractor’s Point, Chatsworth Peak – Update

All technical parameters are to remain the same. Change in Call Sign and Change in Trustee, Motion to accept the administrative update.

- New Business:
- Review of May 22nd Technical Committee meeting proceedings. (reference: May 22nd agenda and minutes)
A complete review of the items on the 22 May 2004 meeting was conducted. The decision described in New Business Item 10.b. has been reversed by a Board Appeal Decision.
“10.b. 145.360 K6ENS Palos Verdes – System off Air & Silent Key. The system was observed off-air for roughly a 1-year period. Its status was unknown until recently after the tragic passing of its former trustee, Gary Belda (K6ENS). Since no paperwork had been received, nor any activity observed, the coordination was terminated. Motion by Art (WW6Y), passing 1-0-0.”
Motion made to accept all other decisions of the 22 May 2004 meeting after reviewing each one; except that the minutes of the March 27th meeting was not again reviewed.

- Processing of ‘Waiting List’ items.Bob (NO6B) will maintain the waiting list.
- Interference Identification Request from WB6NOAInterference request for 145.800 MHz by letter to be sent by Matt (W6KGB)
- E-Mail Up dateDave Tello (KC6ZQR) has not been receiving E-Mail. It is believed that his current address is “d.tello@sbcglobal.net” and the e-mail address database has been updated accordingly
