  1. The meeting was called to order by Matt (W6KGB) at 9:26 A.M.

  2. The committee members and guests were introduced.

  3. The Technical Committee reviewed the draft meeting minutes of the May 27, 2004 meeting. There were two errors which were corrected:
    1. Change vote tabulation for item 9.d from 2-0-0 to 1-0-1.
    2. Corrected spelling of Niguel in item 10.c.
    After all confirmed they were correct, Howard (KG6GI) made a motion for approval, and seconded by David (KC6ZQR), passing on a vote of 4-0-0.

  4. Continued Business:
    1. 146.745 N6GPP - Saddle Peak - Operating out of Coordinated Parameters – review of response. (previously tabled for 60-day period; ref. item 3d in 03/27 minutes) A new letter, to be sent by Matt, with the request for use of selective access by the repeater either a PL or digital access AX.25. Motion by Howard (KG6GI), seconded by Dave (KC6ZQR), voted 4-0-0.
    2. 147.300 WB6FLY Santa Maria – Request for Coordination. The coordination request was approved per the submitted RFC subject to a 4 month test to be completed on 8 Dec 2004. Motion by Art (WW6Y), seconded by Dave (KC6ZQR), voted 4-0-0.
    3. 144.895 KF6ZTY Palos Verdes – Test Coordination Review. (Deviation reduction) Bob (NO6B) will retest and advise no other action at this time.
    4. 146.160 N6WIK Laguna Niguel, Laguna Hills, Laguna Beach – Final Coordination review. This coordination update added two new coordinations on the same frequency/PL as an existing coordination in Laguna Hills by the same owner. The Laguna Niguel repeater has been observed to be on the air. Neither the Laguna Hills nor Laguna Beach machines have been heard. The TASMA issue is to confirm that all three repeaters are operable and capable of being on the air. The Committee agreed to extend the test period by 4 months and ask the applicant to attend the next TC meeting to work out a strategy for testing of all locations recognizing that they share a common frequency and PL. Matt is to contact applicant to set up meeting. Motion by Lou (KG6FCT), seconded by Howard (KG6GI), voted 4-0-0.
    5. 147.180 N6UL Palos Verdes – System off-the-air (60-day clock expired, 1st letter). Move to terminate coordination. Matt (W6KGB) to send registered letter. Motion by Howard (KG6GI), seconded by Lou (KG6FCT), voted 4-0-0.
    6. 147.180 WA6BSC Contractor’s Point – Out of Coordinated Parameters. (60-day clock expired, 1st letter) Motion to terminate coordination, Matt (W6KGB) to send registered letter. Motion by Howard (KG6GI), seconded by Lou (KG6FCT), voted 4-0-0.

  5. Database Anomalies Review – Not reviewed due to lack of priority and time.

  6. Confirm Final Coordination - None at this time.

  7. Interference Complaints - None at this time.

  8. New RFC’s updates:
    1. 145.360 K6KMW Box Springs Mtn. – New Coordination. The RFC is dated July 12, 04. Accept the RFC as written with the antenna having no more than 3 dBd of gain and a 9 month test period completing on 31 May 2005. Motion by Howard (KG6GI), seconded by Dave (KC6ZQR), voted 4-0-0.
    2. 146.805 W6GTR Wildomar (Hemet) – General Update. Accept as an administrative update a change in Trustee. Motion by Howard (KG6GI), seconded by David (KC6ZQR), voted 4-0-0.
    3. 145.380 W6DRA Chuckwalla Mtn. – Submitted by Trustee KF6BM. Change of Call sign from KF6BM to W6DRA. Request a new RFC form be submitted to show all information including new call sign and trustee. Lou to send letter and including copy of our form. Motion by Art (WW6Y), second by David (KC6ZQR), voted 4-0-0
    4. 145.480 W6DRA Palm Springs. – Submitted by Trustee KF6BM. Change of Call sign from W0GFQ to W6DRA. Request a new RFC form be submitted to show all information including new call sign and trustee. Lou to send letter and including copy of our form. Motion by Art (WW6Y), seconded by David (KC6ZQR), voted 4-0-0
    5. 145.360 K6CHE Signal Hill – New Coordination. Denied and can be placed on waiting list if so requested. Matt to send letter. Motion by Howard (KG6GI), seconded by Art (WW6Y), voted 4-0-0
    6. 145.120 WA6ISG Running Springs – Access change. Administrative update. An RFC is required to change the repeater status to open and publish the PL. Lou to send a letter. Motion by Howard (KG6GI), seconded by Art (WW6Y), voted 4-0-0.
    7. 145.280 KN6OK Camarillo – Change of Ownership. Ownership change from WB2WIK A letter of release is required from WB2WIK, this will be requested by letter from Matt. Motion to table (pending letter) by Howard (KG6FCT), seconded by Art (WW6Y), voted 4-0-0.
    8. 146.805 KN6OK Camarillo – New Coordination. Start of six month test to end March 1, 2005. Matt to send letter. Motion by Howard (KG6GI), seconded by Art (WW6Y), voted 4-0-0

  9. New Business:
    1. 146.085 WA6UYW – Bird Springs Pass - RFC to change ownership, documents brought to meeting by David. Accept change on administrative basis. Motion by David (KC6ZQR), seconded by Art (WW6Y), voted 4-0-0.
    2. Processing of ‘Waiting List’ items.
      1. 145.360 KF6ZTY – Chatsworth Peak – Approved coordination for 9 months completing on 30 April 2005 with the following changes to the submitted RFC. Applicant to submit updated RFC’s incorporating these changes.
        1. Power NTE 10 watts
        2. TX omni antenna; RX maximum 3dBd Yagi pointed south to south east.
        The coordination was approved on a vote of 4-0-0.
      2. 145.360 KF6ZTY – Contractor’s Point – Approved coordination for 9 months completing on 30 April 2005 with the following changes to the submitted RFC. Applicant to submit updated RFC’s incorporating these changes.
        1. Power NTE 10 watts
        2. TX antenna 3dBd Yagi pointed south.
        The coordination was approved on a vote of 4-0-0.

  10. Adjournment The meeting was adjourned at 12:16 PM on motion by Bob (NO6B), seconded by Art (WW6Y), voted 4-0-0.
