  1. The meeting was called to order at 9:12 A.M.
  2. Due to the anomalous attendance of only one voting member Art (WW6Y), all motions and voting were conducted by Art with the exception of one item.
  3. The Technical Committee reviewed the draft meeting minutes of the March 27th , 2004 meeting. After all confirmed they were correct, Art (WW6Y) made a motion for approval, passing on a vote of 1-0-0.
  4. Continued Business:
    1. 147.210 KN6KM Mt. Otay. Operating out of Coordinated Parameters - correspondence pending. As we have no record of any letters in response to our three sent, a termination of coordination was agreed on. Motion by art (WW6Y), passing 1-0-0. The factors below all contributed to this decision:
      1. The system was presently off-air and noted as such for roughly a year.
      2. The system was known for operating outside of coordinated parameters.
      3. At least three letters (known) were sent with no reply.
      4. A new application for this frequency pair was in.
    2. 147.210 N6VVY Mt. Otay – Request for Coordination; After reviewing the RFC, and the release of the frequency by de-coordination of KN6KM, a test coordination was issued to N6VVY for a period of 9 months. Some concern was raised regarding adjacent-channel potential with 147.195MHz in San Diego, but it was agreed that the test should prove out the viability of this coordination. Motion by Art (WW6Y), passing 1-0-0.
    3. 146.745 N6GPP Saddle Peak. Operating out of Coordinated Parameters. Repeater moved to Dominguez Hills. An RFC was received from the trustee, however it specified Carrier Squelch access. TASMA policy only permits selective-access (i.e. CTCSS or Digital/AX.25) systems as new coordinees. A letter will be sent to the trustee requesting that AX.25 or CTCSS access be specified before the RFC can be accepted. Motion by Art (WW6Y), passing 1-0-0.
    4. 147.300 WB6FLY Santa Maria - Request for Coordination. This RFC was tabled a second time due to a lack of response by the adjacent-channel coordinee (147.915 W6NO). It was noted that WB6FLY himself has been communicative. Motion by Art (WW6Y), passing 1-0-0.
    5. 144.895 KF6ZTY Palos Verdes – Test Coordination review. Concerns were raised regarding adjacent-channel interference to 145.48 (W6AM) on Mt Lukens, and it was decided that KF6ZTY’s deviation should be reduced further to 3.7KHz peak deviation as a preventative measure. Also noted was its frequency tolerance, which should be centered-up to prevent interference. Motion by Art (WW6Y), passing 1-0-0.
    6. The Database Anomalies review was tabled until next meeting.
  5. Interference Complaints:
    1. 146.160 W6JAM Tujunga – Interference Claim submitted against 146.760 W6SKF at Box Springs Mtn. A repeater-to-repeater interference situation is present where the 146.760 output captures out users on the 146.160 Tujunga system (146.760 input), thusly making the system all but unusable. It has been noted that the W6SKF system has been sold and is operating outside of its coordinated parameters. Craig Debban (W6MCD) was present and gave a brief account of the situation. Also noted was the RFC submitted by the new trustee of 146.76/Box Springs with parameters differing from the database (power level). It was agreed by all that if the Box Springs system is to remain coordinated, and for the interference issue to be resolved, it must return to its coordinated power level and antenna placement. Returning to coordinated parameters for W6SKF or a new frequency just available will be offered to the new trustee of Box Springs, Matt (W6KGB) to send letter. Motion by Art (WW6Y), passing 1-0-0.
  6. New RFC’s and Updates:
    1. 146.760 W6SKF Box Springs Mtn. – RFC involves Trustee change. It was also noted that the power level specified exceeds that present in the TASMA Database. This item is tied to Item 8, subitem a (Interference Complaint by W6JAM). It was tabled until the situation is resolved. Motion by Art (WW6Y), passing 1-0-0.
    2. 146.805 W6GTR Wildomar (Hemet) – As the RFC form was unavailable, this item was tabled. Motion by Art (WW6Y), passing 1-0-0.
    3. 145.380 KF6BM Chuckwalla – Change of Callsign. As the RFC form was also unavailable, this item was tabled. Motion by Art (WW6Y), passing 1-0-0.
    4. 145.420 WW6Y Quartzite Mtn – Request for Coordination. The RFC submitted was accepted and a 6-month test was issued. Since Art (WW6Y) is the trustee, he abstained. Motion by Bob (NO6B), second by Matt (W6KGB), passing 1-0-0.
  7. New Business:
    1. 145.350 WB6FLY Lompoc – A Request for Coordination was received, and a 4-month test coordination was issued with the frequency amended to 145.360MHz in keeping with the band-plan. Motion for approval by Art (WW6Y), passing 1-0-0.
    2. b. 145.360 K6ENS Palos Verdes – System Off Air & Silent Key. The system was observed off-air for roughly a 1-year period. Its status was unknown until recently after the tragic passing of its former trustee, Gary Belda (K6ENS). Since no paperwork had been received, nor any activity observed, the coordination was terminated. Motion by Art (WW6Y), passing 1-0-0.

      Note: This decision was reversed by TASMA Board action at the August 14th meeting in response to an appeal by WB6YMH.

    3. 146.160 N6WIK Laguna Niguel – System Off-Air. As the system was observed off-air for an extended period, Matt will send a letter to the trustee with a standard 60-day response period.
  8. Meeting Adjourned at 11:43 A.M. Motion by Art (WW6Y), passed with a vote 1-0-0.
