  1. The meeting was called to order at 9:20 A.M.
  2. The Technical Committee reviewed the draft meeting minutes of the September 20th , 2003 meeting. After all confirmed they were correct, Howard (KG6GI) made a motion for approval, seconded by Dave (KC6ZQR), and passing on a vote of 4-0-0.
  3. There was general discussion of the need to have a record of Outgoing Mail, Howard (KG6GI) expressed the need, Matt (W6KGB) will work on the solution.
  4. Bob Dengler pointed out a typographical error in the band plan for input frequency of 147.255, the output frequency should change from 147.285 to 147.855.
  5. Bob Dengler advised the Technical Committee that John Austin had resigned from the TC due to conflicts on his time.
  6. Continued Business:
    1. 147.210 KN6KM Mt. Otay. Operating out of Coordinated Parameters - status report pending. As we do not have a record of a letter being sent to KN6KM, it was decided to send a new letter with a fresh 60 days to respond. Matt (W6KGB) to send letter. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0
    2. 145.280 K6QN Santa Monica. CTCSS access tone (127.3 Hz / 3A)not used - response pending. As we do not have a record of a letter being sent to K6QN, it was decided to send a new letter with a fresh 60 days to respond. Matt (W6KGB) to send letter. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0
    3. 146.670 KD6AFA Mt. Lukens. CTCSS access tone changed - response and update pending. TASMA has received a response that the CTCSS has been changed to 192.8 Hz. A motion by Howard (KG6GI), 2nd by David (KC6ZQR), to approve changes as submitted, passed with a vote 4-0-0.
    4. 145.420 WB6NLU Fountain Valley. System observed off-air for extended period - response pending. A new or 2nd letter will be sent by Matt (W6KGB) as per motion by Howard (KG6GI), 2nd by David (KC6ZQR), and passed with a vote 4-0-0.
    5. 146.745 N6GPP Saddle Peak. Operating out of Coordinated Parameters - response pending. Repeater moved to Dominguez Hills. Technical Committee requesting N6GPP provide an update RFC because the system has moved, and is being operated as carrier squelch system. The RFC must include specifying the location, and type of operation, voice or packet. The coordination information should facilitate the band plan including using CTSS for voice. Matt (W6KGB) to send a letter with this request. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
  7. Confirm of Final Coordination.
    1. 147.435 N6SAP Contractor’s Point – The 9 month test period ended 22 November 2003 with no reports of interference. An update RFC had been received to change the ownership from N6SAP to KG6DVO, an administrative update. Motion to approve coordination for KG6DVO at 147.435.
      Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0
    2. 147.990 N6JAM Mt Laguna – The 4 month test period ended 19 November 2003 with no reports of interference. Move to accept RFC and confirm final Coordination. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0
  8. Interference Complaints:
    • No new submissions at this time.
  9. New RFC’s and Updates:
    1. The RFC form was reviewed with the following noted:
      • No place for frequency
      • TASMA Address wrong
      • Details on alternate contact
    2. 147.330 or 146.940 Vista - Request for Coordination is not clear on the requested frequency. Forward this request to Alex (XE2IO) to determine the situation in Mexico for 146.940. Motion for forwarding and suspension awaiting response from Alex by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    3. 146.025 WB6ZTY Glendale – RFC involves Trustee change. Administrative update. Motion for approval by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    4. 145.495 KK6NJ Contractor’s Point – The Request for Coordination has been retracted; New RFCs will be submitted. This action is put into suspense until:
      1. New Palos Verdes proves feasible,
      2. 145.420 becomes available, or
      3. Party applies for 144.895 output frequency for Contractor’s Point.
    5. 146.355 KB6LJQ Chuckwalla - Trustee address update, Clarification required. Matt to send letter to Jeff KB6LJQ requesting information. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    6. 147.300 WB6FLY Santa Maria - Request for Coordination
      1. Matt to send letter to WB6FLY to suspend application pending information from adjacent channel respondent W6NO at 147.915.
      2. Matt to send letter to W6NO about adjacent channel request at 147.300 and update information. E-Mail to w6no@hotmail.com.

      3. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    7. 146.670 N7ROD San Diego - Change of ownership. Matt to send letters: Could not bring up repeaters. Send letter to KD6AFA requesting letter releasing present coordination. If N7ROD wants coordination, he must submit an RFC. Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
  10. New Business:
    1. 145.350 WB6BGK Lompoc - Coordination released by owner. Motion for approval by Howard KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    2. 144.970 KA6NCR The coordinee will be requested to initiate a request for the repeater to change frequency from 144.970 to 144.950 to be consistent with the approved band plan and the negotiated plan agreed with the packet operators. Matt will send letter requesting the frequency change to take place with in the next six months.
      Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    3. 145.460 W6IER Sunset Ridge Approve coordination, Matt to send final notice of coordination approval.
      Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    4. 147.705 WA6WWB This repeater has been observed off the air. Matt will send 1st or 2nd letter as appropriate to notify of observed off air status.
      Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
    5. 145.440 AB6FC This repeater has been observed off the air. Matt will send 1st or 2nd letter as appropriate to notify of observed off air status.
      Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
  11. Technical Committee Monitoring Reports Discussion:
    Matt reviewed the monitoring he had done and showed the results. It was agreed monitoring would be done informally by those individuals wishing to do it.
  12. Data Base Review:
    Howard, the official Data Base Manager, reviewed the status of the data base.
  13. Meeting Location:
    Matt requested a meeting location change to a more central point; he will look in to it and make a suggestion.
  14. Meeting Adjourned - Motion by Howard (KG6GI), 2nd by David (KC6ZQR), passed with a vote 4-0-0.
