Technical Committee Attendees:
Alex Groza (WB6DTR) – Chairman
John Austin (K6RLV)
Howard Brown (KG6GI) – Database Manager
Matt Lechliter (W6KGB)
Joe Macera (KG6ECQ) (ex-officio)
Guest Attendees:
Gran Clark (K6RIF)
Bob Dengler (NO6B)
Gary Elmer (KG6DVO)
David Estrada (KD6HDX)
Ted Fukushima (N6ZZK)
- The meeting was called to order at 9:47.
- Alex (WB6DTR) polled the members of the Technical Committee regarding the draft meeting minutes of July 19th. After all confirmed they were correct, Matt (W6KGB) made a motion for approval, seconded by John (K6RLV), passing in a vote of 4-0.
- KN6KM (147.210+) Mt Otay – No reply has been received from Nicolas DiPinto, and the Mt. Otay system is still not on the air. A certified letter will be sent by Alex (WB6DTR) with a 30-day requirement for the repeater to be on the air and inquiring at Mr. DiPinto’s intentions. Motion by Matt (W6KGB) and second by John (K6RLV), passing 4-0.
- KD6HDX (146.700-) Sunset Ridge – After retrofitting the IF filtering of KD6HDX and reducing the deviation of KA6AMR, the adjacent-channel interference issue has now been resolved. David (KD6HDX) thus withdrew his complaint.
- K6QYB (146.265+) Van Nuys – An RFC update (by e-mail) was submitted by Jim Leighty (W6UJX) requesting transfer of location and trusteeship of K6QYB. A letter of release, sent by the former trustee, was also received authorizing this transfer. Matt will see to it that a copy of the e-mail RFC is posted in the frequency folders. A motion to approve the change was made by Matt (W6KGB) and seconded by John (K6RLV), passing 4-0.
- KA6AMR (146.085+) Duarte – An RFC update was received for KA6AMR with questionable parameters specified in the RFC when cross-referenced to the database. Alex (WB6DTR) shall query the trustee regarding these discrepancies: specifically total power output and antenna gain. A requirement of 4.0KHz peak deviation was also specified to protect KD6HDX from adjacent-channel interference. Motion by Matt (W6KGB) and second by John (K6RLV), passed 4-0.
- K6LDO (147.03+) Bel Air – After a lengthy and detailed interference study, it was concluded that interference was no longer present. An additional restriction on the K6LDO coordination is that the antenna orientation must maintain minimum signal toward San Diego and the Beach Cities area. Thanks are expressed to Howard (KG6GI) for his extensive work on behalf of the committee. Final coordination was also approved, motion by John (K6RLV) and second by Matt (W6KGB), passed 4-0.
- KG6BBH (146.925-) Bakersfield – It was determined that this system lies outside the service area of TASMA, and NARCC should be the coordinating organization. A copy of its RFC information and a cover letter indicating the conclusion of a test period without and complaints shall be sent by Matt (W6KGB) to NARCC regarding this matter. Motion by Matt (W6KGB) and seconded by John (K6RLV), passed 4-0.
- N6SAP (147.435) Contractor’s Point – This item (final coordination review) was included because of a typographical error and was postponed until the next meeting when the specified test period will be concluded.
- W6IBR (146.655-) Moreno Valley – A transfer of trustee to John Box (N6BOX) and callsign update were received, and after review, approved. Motion by Matt (W6KGB) and second by John (K6RLV), passed 4-0.
- WB6VVV (146.730-) Hauser Peak – A transfer of ownership to Ken McLain (KE6KIS) and callsign update were received, and after review, approved. Motion by Matt (W6KGB) and second by John K6RLV), passed 4-0.
- N6SAP (147.435) Contractor’s Point – A transfer of ownership to Gary Elmer (KG6DVO) and callsign update were received, and approved after review. There was also discussion of changes to band-plan exceptions. Agreeing with a previous committee’s interpretation, some changes were deemed acceptable. Motion by John (K6RLV) and second by Matt (W6KGB), passed 4-0.
- WB6CAY (145.28-) Covina – A transfer of trusteeship request to Leonard Klenk (KC6KUI), and letter of release by William Smith (WB6CAY), were received and approved after review. Motion by Matt (W6KGB) and second by John (K6RLV), passed 4-0.
- The band-plan proposal was presented by Bob (NO6B) and was discussed. Recent comments by the general amateur community were reviewed, and some minor changes to the plan were made as a result. The band-plan was approved for vote by the general membership at the next General Meeting of TASMA.
- New Business:
- The monitoring results of various committee members were discussed, and the question of what do to with the information was discussed. It was decided that further review was necessary regarding use of this data. To be reviewed at the next TC meeting.
- K6QN (145.28-) Santa Monica – It appears that this system is not using its coordinated CTCSS frequency of 127.3Hz. A letter shall be sent by Alex asking the trustee to re-activate CTCSS access.
- KD6AFA (146.670-) Mt Lukens – This system was observed to change from 141.3Hz (4A) CTCSS to 192.8Hz (7A) CTCSS without notice. A letter shall be sent by Alex to the trustee asking for an RFC updated with the new system PL.
- WB6NLU (145.42-) Fountain Valley – This system has been observed as off-air. A letter shall be sent by Alex to inquire regarding the trustee’s intentions.
- N6GPP (146.745-) Saddle Peak – This system was found to have moved without notification to Dominguez Hills from Saddle Peak. It was also found that contrary to the database listing of AX.25 access, the system is a carrier-squelch repeater that passes normal audio and AX.25 1200bps AFSK traffic. A letter shall be sent by Alex to the Trustee reminding him of the obligation to submit an RFC Update.
- The meeting was adjourned at 12:00.
