The meeting was called to order at 09:28. In attendance were:

The minutes from the March 23, 2003 meeting were not available, and therefore could not be approved.
There were no minutes from the May 17, 2003 meeting because there was not a quorum in attendance at that meeting.
- Continued Business from Previous TC Meetings:
- 147.210 KN6KM Nicholas Di Pinto, Mt. Otay. Operating out of Coordinated Parameters
No representative present. After a discussion of the situation, Alex WB6DTR will send a letter to KN6KM informing the trustee that the repeater must be on the air before the September 2003 TC meeting or the TC will consider decoordination. Alex WB6DTR made the motion, seconded by John K6RLV, passed 4-0. Follow-up at next TC meeting.
- 146.700 KD6HDX IFC against (KA6AMR) 146.085
No representative present. Based on the information provided by KA6AMR in a new RFC the repeater seems to be operating out of its coordinated parameters. Pending verification of older paperwork, Alex WB6DTR will send KA6AMR a letter informing him that he needs to go back to the coordinated parameters or risk losing coordination. Motion by Joe KG6ECQ, seconded by John K6RLV, passed 4-0. Follow-up at next TC meeting.
- Request for Coordination (RFC) Updates:
- 147.990 N6JAM repeater from Toro Peak to Mount Laguna.
Based on the RFC submitted there are no co-channel/adjacent channel issues (isolated system). Test coordination granted for a period of four months, motion by Howard KG6GI, seconded by Alex WB6DTR, passed 4-0. Follow-up at November TC meeting.
- 146.160 N6WIK Change parameters
Change involves a network of three repeaters, two of which are identified in RFCs. Motion was made by Alex WB6DTR and seconded by David KC6ZQR to do the following: 1) 12-month test coordination for all three repeaters; 2) RFCs to be updated after the test is completed to account for any adjustments needed: and 3) third RFC to be submitted to TC before next TC meeting. Motion passed 3-0 with one (1) abstaintion.
- 147.195 K6JCC Administrative Update
Administrative updated based on TC audit of operational repeaters. No action needed by TC unless operational parameters do not match database. Howard KG6GI will advise.
- WD6APP Multiple RFC Updates
Administrative updated based on TC audit of operational repeaters. No action needed by TC unless operational parameters do not match database. Howard KG6GI will advise.
- 146.265 K6QYB Change location & Callsign Update
Information sent via an e-mail message. Alex WB6DTR will send a letter asking for a completed RFC, release from existing trustee, and information on which call sign will be used for repeater. Action tabled until next TC meeting.
- 146.085 KA6AMR Administrative Update
This was addressed in Continued Business from Previous TC Meeting (KD6HDX interference complaint)
- 146.655 KE6UPA Change of Location / Ownership
RFC’s were accepted and approved, motion by Alex WB6DTR, seconded by Howard KG6GI, and approved 4-0.
- Confirm Final Coordination:
- 146.670 KD6AFA 9 month test ending 9 February 2003
Motion by John K6RLV to grant Final Coordination, seconded by David KC6ZQR, and approved 4-0.
- 147.120 WA6NRB 6 month test ending 24 February 2003
Motion by Alex WB6DTR to grant Final Coordination, seconded by Joe KG6ECQ, and approved 4-0.
- 147.615 NH2R 9 month test ending 20 March 2003
Motion by Howard KG6GI to grant Final Coordination, seconded by Alex WB6DTR, and approved 4-0.
- Interference Complaints:
- N6SGX interference complaint against K7GIL (147.120/147.720)
Repeater apparently coordinated under call sign WA6EFW. Interference is with WA6NRB, an individual. Alex WB6DTR to write letter to WA6EFW stating the repeater needs to have a tone, RFCs are needed to change the call sign, and that there is a complaint from an individual, which will be dismissed unless it is re-filed by a repeater trustee. Motion by John K6RLV, seconded by Alex WB6DTR, passed 4-0.
- Band Plan Review & Discussion
Discussion of the Band Plan was deferred until the next TC meeting.
- New Business:
- W6HUG Information Request re: W6LAR 147.180
Letter from W6HUG regarding the TASMA test coordination granted at the March TC meeting. Joe KG6ECQ to respond to letter.
- WB6FLY RFC Submission (144.93/147.585)
RFC references frequencies which do not comply with the current Band Plan but would fit into the proposed Band Plan. Alex WB6DTR will respond to WB6FLY.
- K6LDO vs. K6RIF Interference Complaint - Revived from previous TC meeting
TC needs to follow-up with measurements from San Diego area to ascertain if there is potential interference. Work will be completed and this issue will be placed on the next TC meeting agenda.
