Reference: Agenda For Meeting
All amateurs who had scheduled business before the technical committee were notified of the meeting by e-mail or normal postal service mail.
- Call To Order and Introduction of members and guests started at 10:00 AM.
- The meeting followed the agenda in the same order as published.
- Alex (WB6DTR) read aloud the Minutes of the last Technical Committee (November 23, 2002). Scott (N6SAP) moved a motion to approve the minutes that was seconded by John (K6RLV), and passed in a vote of 7-0.
- Technical Committee Chairman, Alex (WB6DTR), read the ground rules for the meeting:
- AD6XK (145.440-) Sunset Ridge - Interference Complaint from NH2R.
This Complaint was dropped by NH2R. NH2R Claims that the interference resolved itself after the NH2R repeater system changed their antenna.
- NH2R (145.440-) Palomar Mountain - InterferenceComplaint from AD6XK.
This complaint has been an issue for the Technical Committee for over a year. The Technical Committee recommended that NH2R change their antenna system as follows:
- Change their transmit antenna to a directional beam pointing towards San Diego, and
- The four pole dipole array to be used for the receive antenna.
NH2R has agreed to have the TASMA TC assist with a "On Site" Inspection after they complete their antenna changes.
The Technical Committee decided that if this interference still continues (with the Sunset Ridge repeater AD6XK 145.440) after these changes are made, the Technical Committee will start de-coordination proceedings. These changes MUST be done by the next Technical Committee meeting of March 22, 2003. These interference issues plagued the owners of both systems in years past, and these are the same steps that the past TC of TASMA were forced to do. This was motioned by Scott (N6SAP) and seconded by Jim (AD6IJ).
- N6SAP (147.435/146.400) Contractor’s Point - Complaint against AA6RJ. There has been issued from the AA6RJ Repeater causing interference against the N6SAP Repeater. There are issues with over deviating as high as 13 kHz, and Frequency Error of +/- 5 kHz. The Technical Committee agreed to send AA6RJ a 60 Day letter of (Operating out of Coordinated Parameters), this was motioned by Howard (KG6GI) and seconded by John (K6RLV).
- KB6C (147.735-) Oat Mountain - Operating Outside Coordinated Parameters. Matt (W6KGB) made a motion at the last meeting to checking the transmit frequency of this repeater; TASMA is still waiting for more info from Matt, and will be continued to the next TC meeting. This was motioned by Scott (N6SAP) and seconded by John (K6RLV)
- W6LAR (147.975-) Redlands - Complaint against WD6DPY. W6LAR filed a complaint against WD6DPY for excessive power from his repeater systems. The TASMA TC recommended that W6LAR listen to 145.360 to see if this frequency will be better for their repeater system.
- N6NHP (146.025+) San Clemente - Interference Claim from WB6ZTY. This will be postponed until the next TC Meeting for gathering of more info.
- N6SAP (147.435/146.400) Contractor’s Point - Relocating the N6SAP repeater to Contractors Point. The TC made the decision to keep this repeater as it is currently coordinated on the same frequency, under the condition of a test period of 9 months. The motion was made by Howard (KG6GI) and seconded by Andy (KB6OPR)
- KA6BFB (146.175+) Guadalupe - Final Coordination, Final coordination was granted due to no complaints or any issues against this repeater during the test coordination. This motion was made by Jim (AD6IJ) and seconded by John K6RLV.
- N6AH (145.200-) Arcadia - Final Coordination. Final coordination was granted due to no complaints or any issues against this repeater during the test coordination. This motion was made by Howard (KG6GI) and seconded by Scott (N6SAP).
- N6JMI (146.670-) Newbury Park - Final Coordination. Final coordination was granted due to no complaints or any issues against this repeater during the test coordination. This motion was made by Jim (AD6IJ) and seconded by David (KC6ZQR).
- New Business:
- We will be having the upcoming TC meetings at this same location for the remainder of the year. The TC also agreed to schedule the meetings starting at 9:00 AM and ending at 12:00 Noon.
- The TC decided to move the May TC Meeting from May 24, 2003 to May 10, 2003 due to the Memorial Day weekend.
- The TC has been asked a very good question, The question was about "Where in the band can the new modes like IRLP and Echo-link operate from?" This is more a Band Planning Committee question; however most of the systems that are operating IRLP and Echo-link are already using existing repeaters. However this will be left to the Band Planning Committee to finalize this question.
- Review of the new proposed RFC. This new one page RFC form will be forwarded to the Board for their approval.
- The TC will be starting an audit of all repeaters in the TASMA coverage areas. Each TC Member will take a county and verify if this repeater is truly operating as coordinated. This task has already been started and we hope to have this completed by the next TC Meeting.
- The Meeting was adjourned at 12:54, This was motioned by Scott (N6SAP) and was seconded by Jim (AD6IJ)

Attendance:
Although the meeting is open and visitors are welcomed, this is a meeting of the Technical Committee. The Technical Committee requests each trustee or group named in the agenda to provide a maximum of two representatives that will be allowed to participate during the discussion of their corresponding item.
Ground Rules:
All matters brought before the TASMA Technical Committee will be decided solely on the agenda item’s technical merits.
Only two representatives per organization will be allowed to come to the table to speak, if necessary, regarding that group’s matter before the TASMA Technical Committee.
The Technical Committee recommends that any group that has an agenda item before the committee attends the Technical Committee and be prepared to address any possible questions from the Technical Committee.
In the event that pertinent information is missing and cannot be presented at the meeting, the Technical Committee Chairman and/or members may choose to table a particular agenda item for any reason to next meeting.
In the event that committee-meeting observer/s become disruptive, they will be asked to leave. If disruptive behavior continues it is the option of the Technical Committee Chairman and/or members to terminate the meeting or carry over the item.
