Reference: Agenda For Meeting
All amateurs who had scheduled business before the technical committee were notified of the meeting by e-mail or normal postal service mail.
Technical Committee Chairman, Burt Weiner was unable to attend and delegated the responsibility to conduct the meeting to Howard Brown which acted as facilitator for this meeting. Howard (KG6GI) abstained from introducing motions and abstained from voting.
- Call To Order and Introduction of members and guests started at 11:31am.
- The meeting followed the agenda in the same order as published.
- The Minutes from the September 24, 2002 T.C. meeting were reviewed and four corrections were requested. The word complain will be changed to complaint, There were two errors on item 14, one a misspelled call sign, and the other "using 25 watts ERP" when it should have read "25 watts to the feed line". The last change was a misspelled word (Oceanside) in item 15. A motion to approve the minutes passed by a vote of 3-0 (motion by Matt (W6KGB) and second by David (KC6ZQR)).
- K6DLX (146.265+) Willits Ridge. A final RFC was received from K6DLX indicating the parameters in use by the end of the test period. After verifying the RFC; a motion to approved it as compliant with the requirements imposed during the last TC meeting passed by a vote of 3-0 (motion by Matt (W6KGB) and second by Mike (KF6RQV)).
- WA6MDD (146.700-) Borrego Springs -- SK. A motion to drop this coordination was passed by a vote of 3-0 (motion by Matt (W6KGB) and second by Mike (KF6RQV)).
- WB6PFW (147.460/146.505) Big Bear City. This repeater is of the air and certified mail has been delivered to the trustee. A motion to drop this coordination, due to the lack of response by the trustee, passed by a vote of 3-0 (motion by Matt (W6KGB) and second by David (KC6ZQR)).
- K6VGP (147.360+) Santiago Peak. After verifying the repeater is not operating in Santiago Peak and after receiving an explanation from the trustee indicating this machine is permanently off the air, but the other repeaters in the same frequency and under the same call sign will remain operational; a motion to drop coordination of the Santiago Peak repeater based on the owner desire to take it off the air was passed by a vote of 3-0 (motion by Matt (W6KGB) and second by David (KC6ZQR)).
- W6VLD (147.465/146.505) Huntington Beach. A motion to accept the trustee change from K6TXA to N6SLD passed by a vote of 3-0 (motion by Mike (KF6RQV) and second by David (KC6ZQR)).
- KD6QLT (146.160+) Palm Springs. A motion to grant Final Coordination pending a full updated RFC package, and in addition thanking the trustee for his cooperation on bringing the machine on the air, passed by a vote of 3-0 (motion by Matt (W6KGB) and second by Mike (KF6RQV)).
- K6LDO (147.030+) Bel Air. There has been very good progress on the resolution of this interference between K6LDO and K6RIF, to the point in which the problem is not detectable today; however there was a sense that more time was needed to verify the problem will not reappear. A motion thanking K6LDO for his collaboration, and asking for an updated RFC-03 showing the new antenna and ERP, and extending the test period to six months passed by a vote of 3-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
- K6LDO (147.030+) Bel Air. See item 10 above.
- KB6C (147.735-) Oat Mountain. An email was received from KB6C indicating that mail was send to TASMA with information relevant to the issue. A motion to table this item until next technical committee meeting waiting for the mail, passed by a vote of 3-0 (motion by Matt (W6KGB) and second by David (KC6ZQR)). It was also pointed out that measurements show the transmitter from this repeater off-frequency by more than 1KHz, instead of the expected 300Hz tolerance from center, the secretary will notify the trustee informally by email.
- WD6DPY (147.975-) Fullerton. A full RFC package by WD6DPY was received with a note where he indicates good reasons to avoid PL tone; unfortunately, under the current conditions Pl tone seems necessary for the machine to co-channel with W6LAR. A motion thanking WD6DPY for the updated RFC and asking him to use PL tone passed by a vote of 3-0 (motion by Mike (KF6RQV) and second by David (KC6ZQR)).
- N6NHP (146.025+) San Clemente. A motion to send N6NHP a 60 days notification indicating the following:
- Restating the requests from the previous TC notification.
- Asking to lower the power to 20 watts maximum to the feed line, temporarily until the problem is solved.
- Explaining that WB6ZTY is using PL tone.
- Encouraging him to work out a amicable solution with WB6ZTY, and providing W6MW email address for further contacts.
The motion passed by a vote of 3-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
- AD6XK (145.440-) Sunset Ridge. A motion to request Alex (WB6DTR) to measure signal strengths of AD6XK repeater in the San Diego area, based on the list provided by NH2R, and to table this issue pending that data passed by a vote of 2-0 with Mike (KF6RQV) abstaining (motion by Matt (W6KGB) and second by David (KC6ZQR)).
- NH2R (145.440-) Palomar Mtn. A motion to request Bob (NO6B) with the help of Andy (KB6OPR) to measure signal strengths of NH2R repeater in the AD6XK coverage area, and to table this issue pending that data passed by a vote of 2-0 with Mike (KF6RQV) abstaining (motion by Matt (W6KGB) and second by David (KC6ZQR)).
- AA6RJ (147.420/146.475) Palos Verdes. A motion to send a letter to AA6RJ indicating:
- That his repeater transmitter seems to be 735Hz out of its center frequency.
- That the repeater audio gain should be reduced.
- The issue will be reviewed again during the next TC meeting.
- And, asking him to collaborate with N6SAP to resolve the problem.
The motion passed by a vote of 3-0 (motion by Matt (W6KGB) and second by David (KC6ZQR)).
- No new Business were presented.
- The meeting adjourned at 2:01pm.
