Reference: Agenda For Meeting
All amateurs who had scheduled business before the technical committee were notified of the meeting by e-mail.
Technical Committee Chairman, Burt Weiner, acted as facilitator for this meeting.
- Call To Order and Introduction of members and guests started at 10:15am.
- It was informally agreed that easy items in the agenda would be addressed first and contentions items last.
- Matt (W6KGB ) read aloud the Minutes of the last Technical Committee (May 9, 2002). Matt (W6KGB) moved a motion to approve the minutes that was seconded by Alex (WB6DTR), and passed in a vote of 5-0.
- KD6HDX (146.700-) Sunset Ridge (original agenda item 8). RFC Update. The system is moving into a different building within the same site, all other coordination parameters remain the same. The RFC update was approved on a 5-0 vote (motion by Alex (WB6DTR) and second by Matt (W6KGB)).
- WA6MDD (146.700-) Borrego Springs (original agenda item 16). SK. The call sign was misspelled in the agenda. A motion to send a letter to the trustee and technical contact inquiring on the status of the system was approved (motion by Alex (WB6DTR) and second by Matt (W6KGB)).
- WB6PFW (147.460/146.505) Big Bear City (original agenda item 17). Off the air observation. A letter inquiring for the status of the system, with a deadline of 60 days, will be mailed by certified mail to the system contacts. This action was taken on vote of 5-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
- K6VGP (147.360+) Santiago Peak (original agenda item 7). Off the air observation. A letter inquiring for the status of the system, with a deadline of 60 days, will be mailed by certified mail to the system contacts. This action was taken on vote of 5-0 (motion by Alex (WB6DTR) and second by Mike (KF6RQV)).
- KE6NTD (147.885-) Corona (original agenda item 9). RFC update changing the system id from KE6NTD to W6CPD. The rest of the coordination parameters remain the same. The RFC Change was approved (motion by Alex (WB6DTR) and second by Matt (W6KGB)).
- K6AER (146.850-) Thousand Oaks (original agenda item 4). Over-deviation, causing adjacent-channel interference. Members of the Technical Committee have confirmed the over-deviation. Matt (W6KGB) was instructed by the Technical Committee to contact the trustee of the system and try to solve the problem, on a vote of 5-0 (motion by Howard (KG6GI) and second by Mike (KF6RQV)).
- KF6WJA (146.610-) Santa Clarita (original agenda item 10). KF6WJA is moving out of the area, and so, a motion to terminate his test coordination was approved (motion by Howard (KG6GI) and second by Alex (WB6DTR)).
- N6XGH (146.610-) San Buenaventura (original agenda item 11). After a year without during which TASMA have not received any complains, a review of this test coordination was conducted, and a motion to grant final coordination was approved by a vote of 5-0 (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
- NH2R (147.615-) Contractors Point (original agenda item 14). After a short test period, it was found that this test coordination was not workable due to the adjacent channel interference that it was causing and receiving. At the time, the test coordination was canceled by mutual agreement between all parties involved. A formal motion to terminate this test coordination was approved in a vote of 4-0 with Mike (KF6RQV) abstaining (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
- NH2R (147.225+) Running Springs (original agenda item 13). In order to solve the interference that this test coordination was causing, a motion to change test coordination to 147.615- for a nine month period was approved on a vote of 4-0 with Mike (KF6RQV) abstaining (motion by Howard (KG6GI) and second by Matt (W6KGB)).
- NH2R (145.440-) Palomar Mountain (original agenda item 12). Some capture interference in the west Moreno Valley area was verified by members of the technical committee. Although Miguel (NH2R) has tried to change the radiation pattern of his antenna, no noticeable effect has result from it. Therefore, a motion to send a similar notification letter, but changing "directional antenna" to "a 3 to 5 elements beam or Yagi antenna" and giving additional 60 days to do the required changes. In addition, the notification will state that power should be reduced in the mean time to minimize the interference. This motion was approved in a vote of 4-0 with Mike (KF6RQV) abstaining (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
- K6DLX (146.265+) Willits Ridge (original agenda item 5). A long but productive discussion with the members of the Citrus Belt Amateur Radio Club (W6JBT) and the Riverside Country Amateur Radio Club (W6TJ) to reconsider K6DLX test coordination, uncovered their concerns with the pending coordination of K6DLX. There was some interference being caused to W6TJ, which may be caused by the receiver of W6TJ being off frequency; but W6TJ consider this an issue of dissensing, and the opposition against K6DLX is based on the potential for future issues during emergency situations. However, the main concern of both clubs is the possibility that after K6DLX is coordinated, he may increase power and cause major interference problems. The technical committee explained that any variation from the coordinated parameters by any repeater owner do void the coordination.
- K6DLX (146.265+) Willits Ridge (original agenda item 6). Based on the concerns of the Citrus Belt Amateur Radio Club (W6JBT) and the Riverside Country Amateur Radio Club (W6TJ) and the fact that K6DLX was not present at the meeting, and even that there are no formal interference complaints again this system, a motion to delay the review of this test coordination was passed. The motion that passed with a vote of 5-0, was moved by Howard (KG6GI) and second by Mike (KF6RQV) and said: Sent notification to K6DLX indicating that the test coordination will be extended for a final 60 days from today’s date. At the next meeting of the TC thereafter, it is the intention of the TC to terminate the K6DLX test coordination if interference continues to exist with the W6JBT and W6TJ systems.
- W6LAR (147.975-) Redlands, Sunset Hill (original agenda item 15). Complaint against WD6DPY co-channel interference. A motion to send a 60 days notification letter to WD6DPY changing his coordination parameters to include a PL of 114.8 and asking to confirm the 5 watts output power as stated in his RFC, and furthermore requesting an updated RFC (the letter should include the RFC forms), was passed by a vote of 5-0 (motion by Matt (W6KGB) and second by Mike (KF6RQV)).
- WB6ZTY (146.025+) Glendale, Verdugo Hills (original agenda item 18). Complain against N6NHP co-channel interference. A motion to send a letter to both parties to attend the next technical committee meeting in September to discuss the issues was passed by a vote of 5-0 (motion by Alex (WB6DTR) and second by Matt (W6KGB)).
- New Business (original agenda item 20).
- A suggestion from the audience for the technical committee to develop a checklist of items that repeater owners should check when trying to resolve an interference problem was entertained. Gary (K6ENS) agreed to take on this task.
- KD6QLT (146.160+) Palm Springs. Gary (KD6QLT) took this opportunity to thank the technical committee for the repeated extensions to his test coordination. He was also proud to announce that the system is now on the air.
- John (KC6TFS) gave a five minutes presentation on bandwidth. He will be given a 30 minutes presentation at the general meeting.
- A motion to adjourn was moved by Howard (KG6GI) and second by Matt (W6KGB). The meeting adjourned at 2:05pm.
- Band plan discussion (original agenda item 19). This item was not discussed in this meeting.
