All amateurs who had scheduled business before the technical committee were notified of the meeting by e-mail.

TASMA Chairman, Bob Dengler, acted as facilitator for this meeting.

  1.  Call To Order and introduction of the presents started at 6:36pm
  2.   The order of the agenda was changed to address items 9 and 14 just after the approval of the last minutes. The rest of the agenda will be addressed in an ad hoc manner to visit the topics that are easier first, in order to complete as much work as possible, in the short time scheduled for this meeting.
  3.  Reading and Approval of Minutes From January 22, 2002 T.C. meeting. The minutes were approved with a minor modification (removed a dash from item 4, because it may be interpreted as a minus sign) in a vote of 4-0 (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
  4.  W6CY (147.015+) Mount Wilson (agenda item 9). The system is not in the air, and the trustee has been notified twice (first notification letter was sent November 25, 2001 giving 60 days to submit an updated RFC. Second notification giving additional 30 days was sent on February 10, 2002), therefore a motion to terminate this coordination was passed on a vote of 4-0 (motion by Matt (W6KGB) and second by Mike (KF6RQV)).
  5.  NH2R (RFC) Contractor's Point (agenda item 14). A motion to assign the 147.615- pair to NH2R for a nine months test period using a maximum peak deviation of 3.5Khz and maximum of 15 watts to the antenna was passed with a vote of 4-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
  6.  K6DYD (146.160+) Tujunga (agenda item 13). Interference claim against KC6FLG (Huntington Beach). Because the machine identifying as KC6FLG is not coordinated and have not applied for coordination, a motion to send a letter to K6DYD stating that his Tujunga repeater is coordinated, but the machine identifying as KC6FLG is not coordinated and has not pending coordination in TASMA, and therefore TASMA is unable to intervene in this matter. The motion passed by a vote of 4-0 (motion by Alex (WB6DTR) and second by Matt (W6KGB)).
  7.  N6BWE (145.200) Monterey Park (agenda item 15). Because the system has changed location, a motion to grant a test coordination for six months was passed in a vote of 4-0 (motion by Alex (WB6DTR) and second by Matt (W6KGB)).
  8.  AD6XK (145.440-) Sunset Ridge (agenda item 12). Interference claim against NH2R (Mt Palomar). A motion to send a notification letter to NH2R stating the following was passed by vote of 4-0 (motion by Alex (WB6DTR) and second by Matt (W6KGB)):
    •  That TASMA minutes from August 1998 state that the system should not cover the LA basin.
    •  The current Omni antenna installed on the Mt Palomar system will not meet this requirement.
    •  The Mt Palomar system intended coverage is San Diego only. Therefore, the system should be restricted as follows:
      •  20 watts out to the antenna
      •  Use a directional antenna to San Diego.
      •  Cause no harmful interference in the LA or San Bernardino areas.

    Steve Mankowski (AD6XK) requested that a copy of the letter be send to him.

  9.  KE6ZLZ (147.210+) Sunset Ridge (agenda item 6). A motion to grant final coordination was passed by a vote of 4-0 (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
  10.  W6JBT (146.850-) Crestline, Skyland Peak (agenda item 18). The Citrus Belt Amateur Radio Club represented by Jeff Richardson (W6JJR) feel that they have been unjustifiably targeted by the TASMA technical committee. Furthermore, they feel that there is a conflict of interest with Bob Dengler (NO6B) and Jack Halem (K6DLX). Unfortunately, two tests had been conducted with opposite results, one conducted by Bob Dengler (NO6B) shows over-deviation and excessive modulation band-pass; another test conducted by Jerry Kerns (K6FN) shows the system working within the TASMA recommended parameters. By request of Jeff Richardson (W6JJR) the following is copied verbatim in the minutes: "For the record, in the future any test to be conducted by TASMA regarding our repeater, the Board of directors of Citrus Belt Amateur Radio Club must be notified in writing prior to the test. Also, a copy of any ‘complaint’ about our repeater to TASMA be sent in written form to us prior to being put on any TASMA meeting agenda. Looking back at the above-mentioned problems we do not feel that this is an unrealistic request."
    A motion for this item to be tabled waiting for Burt Weiner (K6OQK) to do further research on this topic was approved by a vote of 4-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
  11.  KD6QLT (146.160+) Palm Springs (agenda item 4). A motion to extend the test coordination by four months was approved by a vote of 4-0 (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
  12.  N7OD (145.420-) Hemet (agenda item 5). A motion to grant full coordination was passed by a vote of 4-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)).
  13.  K6LDO (147.030+) Bel Air (agenda item 7). A motion to grant a four months test coordination and to ask the applicant to confirm the location of the system was approved by a vote of 4-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
  14.  N6JMI (146.670-) Rasnow Peak (agenda items 8 and 20). A motion to grant a six months test coordination with the stipulation that CTCSS should be enabled passed by a vote of 4-0 (motion by Matt (W6KGB) and second by David (KC6ZQR)).
  15.  KD6AFA (146.670-) City Terrace (agenda item 11). After further analysis it seems like this RFC could work if the parameters are changed, and so, a motion to grant a nine month test coordination with the following modifications to the RFC was approved by a vote of 4-0 (motion by Matt (W6KGB) and second by Mike (KF6RQV)):
    •  10 watts maximum output to the antenna.
    •  10 dBi gain 3 elements Yagi pattern with a 1700 azimuth.
  16.  WA6NRB (147.120+) Verdugo Peak (agenda item 10). A motion to extend the notification another 60 days was approved by a vote of 4-0 (motion by Mike (KF6RQV) and second by Alex (WB6DTR)).
  17.  N6UKR (146.760-) Lake Elsinore (agenda item 17). SK and off-the-air confirmed by Pat Finke (KC6ACL). A motion to remove from the TASMA database and terminate the coordination was approved in a vote of 4-0 (motion by Mike (KF6RQV) and second by Matt (W6KGB)).
  18.  K0JPK (146.730-) Rio Hondo Peak (agenda item 19). It was agreed, on vote of 4-0, to send a certified letter to the repeater contacts, giving a 60 days notification to update their RFC with the current parameters, because the repeater is operating out of the coordinated parameters (motion by Matt (W6KGB) and second by Alex (WB6DTR)).
  19.  W6NUT (147.435/146.400) Saddle Peak (agenda item 22). It was agreed to send a courtesy letter to the trustee of the system explaining that intermittent spurious emissions have been observed at +/- 17.5 kHz & +/- 35 kHz from carrier, the letter should indicate the date of the observation. This was agreed on a vote of 4-0 (motion by Alex (WB6DTR) and second by Mike (KF6RQV)).
  20.  A motion to adjourn was presented at 9:35pm by Mike (KF6RQV) because the meeting was getting out of hand. The motion was second by Matt (W6KGB) and passed 4-0.
