Reference: Agenda For Meeting
All amateurs who had scheduled business before the technical committee were notified of the meeting by e-mail or regular postal office mail. The agenda was posted on the TASMA Web Site.
Note: An Interference Claim against WB6ZTX on a frequency of 147.765 was personally submitted by KK6CU at the meeting.
TASMA Chairman, Bob Dengler, acting as facilitator for this meeting, called the meeting to order at approximately 10:19am.
- Arturo Pineda (WW6Y) has requested to be removed from the TASMA Technical Committee, and he has been removed.
- The minutes from the previous meeting were distributed and read individually by the presents. The minutes were approved with few minor corrections on a vote of 3-0 (motion by Howard (KG6GI) and second by Alex (WB6DTR)).
- N7OD (145.420-) Hemet. The requested system relocation was approved for a six month test period on a vote of 4-0 (motion by Alex (WB6DTR) and Mike (KF6RQV)).
- WB6RSK (146.940-) Pomona. After a 60 days notification period, in which we have not had any response from WB6RSK, it was agreed to terminate this coordination on a vote of 4-0 (motion by Mike (KF6RQV) and second by Alex (WB6DTR)).
- WA6SSS (146.895-) Idyllwild -- Review Test Coordination. Because an inability to verify the notification of co-channel and adjacent channel systems, it was agreed to extend the test period for 30 days, and notify at least W6KRW, W6TJ, and WC6WGF on a vote of 4-0 (motion by Alex (WB6DTR) and Mike (KF6RQV)).
- WA6RLV (146.640-) Mt. Otay – Interference complain against NH2R (145.440-). Both Alex (WB6DTR) and Miguel (NH2R) gave short descriptions of the status of the problem, what had been done so far, and planned work. The interference seems to be affecting both systems. It was agreed that Miguel (NH2R) will change the Pl of the 145.440- repeater in Palomar to minimize the problem to both systems. This item will be scheduled to be reviewed again during the next technical committee meeting.
- NH2R (145.440-) Palomar – Transfer of coordination from W1CDM to NH2R. On a motion by Alex (WB6DTR) and second by David (KC6ZQR), the transfer of coordination was approved on vote of 3-0-1 (Mike (KF6RQV) abstained) with the stipulation that PL tones for input and output must be changed from 107.2 to 186.2.
- KE6ZLZ (147.810-) Sunset Ridge. The requested change of location and pair inversion to 147.210+ were approved with a six month test period on a vote of 4-0 0 (motion by Howard (KG6GI) and second by Alex (WB6DTR)). Note that this change will bring this system in accordance with the band plan.
- WB6ZTW (147.765-) Ventura. The requested update of the system trustee was agreed on a vote of 4-0 (motion by Howard (KG6GI) and second by Alex (WB6DTR)).
- WB6ZTX (146.985-) Ventura. The requested update of the system trustee was agreed on a vote of 4-0 (motion by Howard (KG6GI) and second by Alex (WB6DTR)).
- WA6ZTT (146.880-) Ventura. The requested update of the system trustee was agreed on a vote of 4-0 (motion by Howard (KG6GI) and second by Alex (WB6DTR)).
- NH2R (147.210+) Running Springs. The requested frequency pair will not work with the approved test coordination of KE6ZLZ (147.210+), and so, Miguel (NH2R) accepted to change his application to 147.225+, and did so during the meeting. On a motion by Alex (WB6DTR) and second by Howard (KG6GI), a one year test coordination was approved, on a vote of 3-0-1 (Mike (KF6RQV) abstained) under the following conditions:
- Change current RFC application to 147.225+
- Change power out to 10 watts
- One year test coordination
- Maintain a 4.25 Khz peak deviation (Maximum)
- Agree to change (swap) frequencies upon TASMA request (note that 147.225+ is an exception to the band plan, but the pair cannot be inverted for this application, because there is another repeater using this band plan exception.)
- It was agreed to modify the form RFC-01a to include the type of repeater (Open, Close, Private) on a vote of 4-0 (motion by Mike (KF6RQV) and second by David (KC6ZQR)). Howard will update the form as part of RFC update process.
- W7BF (146.640-) Diamond Bar. It was agreed to send a observation letter requesting the trustee to limit the system deviation to 4.25Khz and the modulation bandwidth to no more than 4Khz.
- New business. WA6NRB (147.120+) appear to be off-of-the-air. A letter inquiring for the status of the system, with a deadline of 60 days, will be mailed by certified mail to the system contacts. This action was taken on vote of 4-0 (motion by Mike (KF6RQV) and second by David (KC6ZQR)).
- New business. WA6MPU (147.015+) and WA6MPV (147.015+) appear to be off-of-the-air. A letter inquiring for the status of the systems, with a deadline of 60 days, will be mailed by certified mail to the system contacts. This action was taken on vote of 4-0 (motion by Mike (KF6RQV) and second by David (KC6ZQR)).
- Adjourn at 12:49pm on vote of 4-0, on a motion of Howard (KG6GI) and second by Alex (WB6DTR).
