Reference: Agenda For Meeting

All amateurs who had scheduled business before the technical committee were notified of the meeting by E-mail or normal postal service mail to the addresses found on QRZ Web Site. The agenda was posted on the TASMA Web Site.

TASMA Chairman, Bob Dengler, acting as facilitator for this meeting, called the meeting to order at approximately 6:47pm.

  1. With respect to today’s meeting agenda; It was agreed by the attendees that agenda items will be taken in an arbitrary order, trying to dispose of easy items first.
  2. Time was given for Technical Committee (TC) members and visitors to read the minutes of the last TC meeting (May 12, 2001). After careful reading the minutes were approved, on a 3-0 vote (motion by Mike (KF6RQV) and seconded by Alex (WB6DTR)).
  3. W6ADI (146.610-) Re-Coordination By New Repeater Owner. We received letter from Edward Young (N6THQ) confirming sale of the repeater system to PRYME Employees Amateur Radio Club. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), it was agreed to transfer coordination under the same operating parameters. A letter will be sent transferring coordination and detailing the current coordinated system parameters. Co-channels and adjacent channels should also be notified.
  4. W6JTB (146.655-) – Final Coordination, completed 1-year test 02-08-2001. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), final coordination will be issued.
  5. N6WB (146.880-) – Call sign update, filed 03-08-2001. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), it was agreed to request copy of the new license to N6WB, and schedule this item pending copy of the license, for the next TC meeting.
  6. KG6ECQ (146.760-) – Application for new coordination, filed 03-17-2001. This item was dropped by request of Joe Macera (KG6ECQ).
  7. N6HYM (146.700-) – Final Coordination, completed 1-year test 04-11-2001. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), final coordination was granted.
  8. W6UMR (145.200-) – Final Coordination, completed 1-year test 05-09-2001. On a vote of 3-0 (motion by David (KC6ZQR) and second by Alex (WB6DTR)), final coordination was granted.
  9. WA6TST (147.885-) – Final Coordination, completed 1-year test 05-09-2001. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), final coordination was granted.
  10. AB8AA (147.810-) – Discussion of repeater performance, filed 05-17-2001. This item should have been removed from the agenda, but somehow it leaked into the final agenda. No action was taken.
  11. N6JMI (146.670-) – Status of the repeater, report by TC Chairman, requested 05-25-2001. There is no activity on this system as verified by several members of the TC. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), is was agreed to contact, by mail to the last known address, the repeater trustee, contact, and technician and give them 60 days to put the system back on the air. The notification should be done by certified mail with return receipt requiring written response within 60 days, otherwise the system will lose coordination.
  12. WB6YMH (145.360-) – Status of the repeater; report by TC Chairman, requested 03-30-2001. During the meeting, we received a full RFC package from Charles Belda (K6ENS) using the same coordinated parameters as it was originally coordinated. It was also explained by Charles Belda (K6ENS) that as of May 27, the system is back in operation as a 9.6KB data repeater. On a vote of 3-0 (motion by Alex (WB6DTR) and second by David (KC6ZQR)), final coordination will be issued upon receipt of written transfer of ownership from Skip Hansen (WB6YMH).
  13. K6DLX (146.265+) – Application for formal coordination, filed 5-12-2001. This system had been in the air for around eight years uncoordinated. There were three voices in opposition to this coordination; first Jeff Richardson (W6JJR) spoke on behalf of 146.850- (W6JBT – Crestline), opposing the coordination on the grounds that K6DLX claims interference from W6JBT. Second, Alex Groza (WB6DTR) spoke on behalf of 146.265+ (W6SS – San Diego) that seems to be receiving interference from users of K6DLX. Third, Pat Finke (KC6ACL) expressed her opposition. On a vote of 4-1 (motion by Alex (WB6DTR) and second by Mike (KF6RQV); David (KC6ZQR) opposed on the grounds that it should be nine months instead of a year), it was agreed to grant a test coordination for one year.
  14. N6OXG, W6ZJE, WB6GCT, N6GMT & W6ZKZ (147.495) interference claims against NH2R, filed 12-01.2000. Being an uncoordinated repeater, TASMA cannot deal with this type of interference. In a vote 5-0 (motion by Matt (W6KGB) and second by Alex (WB6DTR)), it was agreed to send letter notifying the complainers of this fact, and pass the forms to the local Official Observer (which will be done by Joe Provenza (W6UPN)).
  15. It was mentioned that TASMA should update the Interference Claim form (ICR-01) to state it applicability only to interference between coordinated systems. The TC will ask Howard Brown (KG6GI) to redesign form ICR-01 in that respect.
  16. KF6WJA (146.610-) – Application for new coordination, filed 03-01-2001. The coverage map was received on digital form. In a vote 5-0 (motion by Matt (W6KGB) and second by Alex (WB6DTR)), it was agreed to grant a one-year test coordination.
  17. KG6ALU (no specific frequency requested) – New RFC seeking assistance in identifying frequency filed 05-12-2001. The application is incomplete, missing the coverage map. On a vote of 3-0 (motion by Alex (WB6DTR) and second by Mike (KF6RQV)), It was agreed to request the coverage map from the applicant, and also to notify her of the difficulty of finding a channel for that high altitude area; and requesting her to find an appropriate channel or contact other Mt Lukens repeaters to share or buy them. The TC chair will contact the technician of this system to discuss the situation.
  18. It was agreed to modify the record attendance to request the email address of people attending the meetings.
  19. NH2R (no specific frequency requested) – New RFC seeking assistance in identifying frequency filed 04-07-2001. No action was taken on this item.
