Reference: Agenda For Meeting

All amateurs who had scheduled business before the technical committee were notified of the meeting by E-mail to the addresses found on QRZ Web Site. The agenda was posted on the TASMA Web Site.

TASMA Chairman, Bob Dengler, acting as facilitator for this meeting, called the meeting to order at approximately 10:01 AM.

  1. Bob Dengler provided an RFC received from KG6ALU, via Karl Pagel, at the start of the meeting.
  2. Introductions were conducted with all present.
  3. David Tello’s (KC6ZQR) nomination for membership on the Technical Committee was approved by the TASMA Board at their last meeting on 7 April.
  4. It was agreed that neither Burt, as Chairman, nor Bob, as ex-officio member, could vote on business except in the unlikely event of a tie in which Burt could cast the tie breaking vote.
  5. Bob Dengler indicated his intention to nominate Mike Marin to assume the role of Technical Committee Secretary from the author in July in accordance with earlier agreements
  6. The minutes of the 20 March 2001 meeting were reviewed. On motion by Randy (KC6HUR), seconded by Dave (KC6ZQR), the minutes were accepted with typographical corrections on a vote of 3-0.
  7. Turning to regular business:
    1. 145.480- W6IER/W6AM – This issue involved an interference claim by W6IER, operator of a low level repeater in the Ontario area, of interference by W6AM’s repeater located on Mt. Lukens. Both repeaters have been coordinated on this frequency for many years and the interference problems go back at least 5 or 6 years.
    2. Both the Inland Empire Amateur Radio Club and the Southern California DX Club were well represented and the interference issue between the repeaters operated by the Clubs was fully vented. Estimated signal profile plots for each repeater were reviewed which confirmed that the repeaters would interfere with each other in W6IER’s primary service area. Various shielding options were discussed and found to be unworkable.

      It was proposed to relocate the W6IER repeater to 145.460- MHz. It was noted that an agreement with the Baja Coordination Council provides that this frequency is operated on a shared basis with limited range, both in Southern California and Baja California. The W6IER repeater is a low-level limited coverage repeater that will satisfy this agreement.

      A motion to approve W6IER’s relocation to 145.460- MHz, with all other operating parameters unchanged, was approved subject to a 4 month test period on a 3-0 vote (motion by Howard (KG6GI), seconded by Randy (KC6HUR)).

      Joe Macera KG6ECQ provided an updated RFC for the W6IER Ontario repeater on 145.460 at the meeting.

    3. 146.910- KC6WGF – This item involved the addition of a PL frequency to this repeater.

      On a motion by Randy (KC6HUR) and seconded by David (KC6ZQR), this update was approved.

    4. 146.610- W6ADI – This item involves an updated coordination transferring ownership of the N6THQ repeater to the W6ADI (PRYME Employees Amateur Radio Club) group.

      After discussion, on motion by Howard (KG6GI) and seconded by Randy (KC6HUR), it was agreed to seek a letter from N6THQ confirming transferring ownership of the repeater on a vote of 3-0

    5. 147.915- KE6GUC – This item involves final coordination of the repeater at the conclusion of its test period.

      On motion by Randy (KC6HUR) and seconded by David (KC6ZQR), the final coordination for this repeater was approved on a vote of 3-0.

    6. 146.610- N6XGH – This item involves a new coordination for a low-level repeater located in Ventura.

      On motion by Howard (KG6GI) and seconded by Randy (KC6HUR), this coordination was approved subject to a 1 year test period on a vote of 3-0.

    7. 145.360- WB6YMH – This item involved the state of operations of this repeater which has been observed to be off the air.

      Burt has been provided with information that the repeater is expected to be re-activated shortly at its coordinated location. Ownership and/or control is expected to be transferred to Gary Belda (K6ENS).

      The item was tabled for one month pending receipt of a update RFC and activation of the repeater.

    8. NH2R – This item involves a new coordination for a repeater located on Contractor’s Peak. The applicant has requested support from TASMA to locate an operating frequency within the band plan.

      Bob Dengler reviewed the analysis that he has been undertaking to locate a suitable frequency. This analysis is continuing and this item will be continued.

    9. 146.940- WB6RSK – This item involves a repeater that has been observed to be off the air for an extended period.

      On motion by Randy (KC6HUR) and seconded by David (KC6ZQR), it was agreed to send a letter to the registered operator that if the repeater was not observed to be operating at their coordinated location within 60 days of receipt the repeater was subject to de-coordination on a vote of 3-0.

    10. 144.930 W6GMQ – This item involved a request for coordination of a digipeater on Coronado.

      After discussion, it was confirmed that, due to the nature of the packet system, TASMA does not coordinate digipeaters.

    11. All scheduled business was completed.

The meeting was adjourned at approximately 13:55

Driving Directions: From I-5 in Mission Viejo, take La Paz Road east, crossing Marguerite Parkway. Turn left on Veteran's Way, which is the first intersection after Marguerite Pkwy. Go to the end of the street. The Center is at the end of the street.

The meeting will take place in the "Meeting Room" at the Center and is being sponsored by the South Orange Amateur Radio Association (SOARA).

Frequency of 147.645- (110.9) will be monitored for assistance.
