All amateurs who had scheduled business before the technical committee were notified of the meeting by E-mail to the addresses found on QRZ Web Site. The agenda was posted on the TASMA Web Site.
TASMA Chairman, Bob Dengler, acting as facilitator for this meeting, called the meeting to order at approximately 10:01 AM.
Both the Inland Empire Amateur Radio Club and the Southern California DX Club were well represented and the interference issue between the repeaters operated by the Clubs was fully vented. Estimated signal profile plots for each repeater were reviewed which confirmed that the repeaters would interfere with each other in W6IER’s primary service area. Various shielding options were discussed and found to be unworkable.
It was proposed to relocate the W6IER repeater to 145.460- MHz. It was noted that an agreement with the Baja Coordination Council provides that this frequency is operated on a shared basis with limited range, both in Southern California and Baja California. The W6IER repeater is a low-level limited coverage repeater that will satisfy this agreement.
A motion to approve W6IER’s relocation to 145.460- MHz, with all other operating parameters unchanged, was approved subject to a 4 month test period on a 3-0 vote (motion by Howard (KG6GI), seconded by Randy (KC6HUR)).
Joe Macera KG6ECQ provided an updated RFC for the W6IER Ontario repeater on 145.460 at the meeting.
On a motion by Randy (KC6HUR) and seconded by David (KC6ZQR), this update was approved.
After discussion, on motion by Howard (KG6GI) and seconded by Randy (KC6HUR), it was agreed to seek a letter from N6THQ confirming transferring ownership of the repeater on a vote of 3-0
On motion by Randy (KC6HUR) and seconded by David (KC6ZQR), the final coordination for this repeater was approved on a vote of 3-0.
On motion by Howard (KG6GI) and seconded by Randy (KC6HUR), this coordination was approved subject to a 1 year test period on a vote of 3-0.
Burt has been provided with information that the repeater is expected to be re-activated shortly at its coordinated location. Ownership and/or control is expected to be transferred to Gary Belda (K6ENS).
The item was tabled for one month pending receipt of a update RFC and activation of the repeater.
Bob Dengler reviewed the analysis that he has been undertaking to locate a suitable frequency. This analysis is continuing and this item will be continued.
On motion by Randy (KC6HUR) and seconded by David (KC6ZQR), it was agreed to send a letter to the registered operator that if the repeater was not observed to be operating at their coordinated location within 60 days of receipt the repeater was subject to de-coordination on a vote of 3-0.
After discussion, it was confirmed that, due to the nature of the packet system, TASMA does not coordinate digipeaters.
The meeting was adjourned at approximately 13:55
