TASMA Chairman, Bob Dengler, called the meeting to order at approximately 4:15 PM.
- The appeal by Jensen Woods to the coordination of KD6REG on 147.075+ was discussed with the Board. Upon reviewing the issues, Jensen Woods withdrew the appeal. Bob Dengler agreed to review the Association coordination records to confirm that this repeater was coordinated at Painted Cave near Santa Barbara.
- The Chairman presented his recommended members of the 2001 Technical Committee as follows:

Joe Provenza (W6UPN)
Alex Groza (WB6DTR)

Howard Brown agreed to act as Secretary for a limited time but agreed to abstain from voting on any appeals to the Board for which he voted as a member of the Technical Committee. He requested to be replaced by July. The Technical Committee was approved on a 3-0 vote.
- The Chairman appointed Randy Hammock (KC6HUR) the 2001 Database Manager in accordance with the Bylaws, II.5.3.
- The RFC Procedure (Form RFC-05 Rev 02/98) was reviewed in detail. Overall conclusions included the following principle points:
- Delete the requirement for 10 copies and make TASMA responsible for reproduction and distribution either in paper or electronic form as the Chairman of the Technical Committee determines is appropriate.
- Eliminate the requirement for submittal of a Use Permit.
- Change the test period from a mandated one-year period to an appropriate period as determined by the Technical Committee at the time of approval of the test.
- Eliminate automatic coordination approval at the end of the test period and replace it with a formal action by the Technical Committee.
- The step-by-step processes were reviewed and votes took place on various portions as follows (Note: the nomenclature herein (x-y-z) denotes affirmative-negative-abstain votes):
- A.1.b Delete requirement for Use Permit (2-1-0).
- A.2 Delete requirement for 10 copies, replace with one paper copy (3-0-0).
- B.1 Change the reference to the TASMA secretary to the Technical Committee Secretary (3-0-0).
- B.1 Change to Technical Committee Secretary retains original copy of applicant data (3-0-0).
- B.1 Add language requiring application package to be returned to applicant in a timely manner, if incomplete (3-0-0).
- B.2.b, c and d Delete copy to Interference Chairman (3-0-0).
- B.5 Change to delete "one-year" and add word "coordination" after the word "test". (3-0-0).
- B.6 & B.7 Change to read that an Official Report of the actions will be published and sent to all co-channel and adjacent channel coordinations (3-0-0).
- C.1 Delete in its entirety (3-0-0).
- C.2 Delete in its entirety (3-0-0).
- C.4 Revise the "one-year" test period to "a test period long enough to assure propagation and usage compatibility", delete reference to automatic coordination (2-1-0).
- C.5 Change to clarify that it is the applicant’s responsibility to notify TASMA of commencement of test operations (3-0-0).
- C.6 Delete all references to "and refusal by TASMA to issue further tests and coordination’s to the applicant" (3-0-0).
- C.7 Rewrite the paragraph to eliminate the single element list. (3-0-0).
- D.3 Delete the reference to "one-year" (3-0-0).
- D.3.c Delete in its entirety (3-0-0).
- E Correctly number the section paragraphs (3-0-0).
- E.1 Delete in its entirety (3-0-0).
- E.2 Change "…the applicant which are applicable shall be presented to the Technical Committee and discussed during the test period." to "…the applicant shall be considered." (3-0-0)
- G.3 There was considerable discussion of what was meant by "Officer of Record" and a motion to change it to "Coordinated Individual" which was not adopted (1-2-0),
- The Secretary was directed to re-write RFC-02 process to incorporate these changes (3-0-0).
- The Secretary was directed to re-write RFC-05 as required to incorporate these changes and re-submit the revised document for final approval (3-0-0).
- The annual 2001 schedule was discussed. It was agreed to treat the schedule as tentative but would give the TASMA membership some planning purpose information. The date of the March Technical Committee was delayed from the 13th to the 20th. The calendar will be installed on the Web site.
- The minutes for the January 10th Board meeting were discussed. Jim Fortney indicated that he needed some additional time to provide additional detailed information.
- Assignments for the first edition of the 2001 newsletter were discussed. A publication plan was provided to the Board members.
