Technical Committee Meeting Minutes of September 12, 2000
Present: Chairman Allan Avnet, AB8AA
Committee members: Joe Provenza, W6UPN, Steve Hennessee, W6UMR, Karl Pagel, N6BVU, Howard Brown, KG6GI, Heiko Peschel, AD60I, Rob Hanson, W6RH. TASMA Chairman Jeff Reinhardt, AA6JR.
- Chairman Avnet called the meeting to order at 7:00 p.m.
- There were no walk-in items present et the start of the meeting.
- Items carried over from previous meetings:
- Minutes of the February 8th meeting were read, Motion to Accept offered by Joe, W6UPN, Seconded by Rob, W6RH. Vote was 5-0 to accept.
- Minutes of the June 13th meeting were read, Motion to Accept offered by Steve, W6UMR, Seconded by Rob W6RH. Vote was 5-0 to accept.
- Minutes of the July 11th meeting were read. Motion to Accept offered by Joe, W6UPN, Seconded by Steve, W6UMR. Vote was 5-0.
- A RFC for K6SOA on 145.240- in Trabuco Canyon was read. Motion for a one-year test was made by Joe, W6UPN, Seconded by Steve, W6UMR. Vote was 5-0-2.
- The following one-year tests have concluded:
- 145.120- K6SBC Onyx Peak. It was decided since there are two different modes of operation on the frequency, both voice and RTTY, and since the new system is primarily for emergency use, that the RTTY system will have priority on the frequency, under normal use. Motion to Accept offered by Joe, W6UPN, Seconded by Allan, AB8AA. Vote was 7-0.
- 146.880- WA6LAW Blythe. Motion to Accept offered by Heiko, AD60I, Seconded by Steve, W6UMR. Vote was 7-0.
- 147.060+ W6PWT Norco Hills. Motion to Accept offered by Joe, W6UPN, Seconded by Steve, W6UMR. Vote was 7-0.
- New items:
- RFC from KE6QQV on 146.730- in Oxnard at his QTH. After discussion, it was decided that he should leave his PL on at all times during the one-year testing. Motion for a one-year test was offered by Heiko, AD60I, Seconded by Steve, W6UMR. Vote was 7-0.
- RFC from KE6QQV for a portable emergency repeater on 147.735-, that under normal conditions, when not portable> will be operating from his QTH in Oxnard. After discussion, it was decided that his home location will be the site for the test, not portable locations. Motion to Accept offered by Howard, KG6GI, Seconded by Heiko, AD60I. Vote was 7-0.
- A letter from the Arizona two-meter frequency coordinator was read, concerning a new system on 147.300+ in Yuma. The Arizona and Nevada coordinators contact the TASMA Tech Committee Secretary on a regular basis concerning new systems along the California borders to avoid frequency interference.
- Concerns about the 146.910- Running Springs repeater causing possible interference to San Diego County users of the 146.910- Mt Otay repeater were noted. TASMA was notified by W6RHM in January 2000 that his system was transferred to KC6WGF. The repeater did not change location, but has been re-built and a pl of 91.5 (ZZ) has been added. The TASMA Technical Committee needs a RFC update from both systems. When the Committee did an update of all paperwork late last year, the KN6KM system in San Diego failed to return its paperwork So the Committee can't address any interference issues until that paperwork is resumed to the Tech Committee.
- Administrative Items:
- There were some discussions about continuing the monitoring of repeaters
- Chairman Jeff, AA6JR, spoke on computer mapping programs available.
- There was an offer from Ted, N6ZZK to help with data entry.
- Two new Technical Committee members were introduced:
Howard Brown, KG6GI, and Heiko Peschel, AD60I
- It was decided that at future TASMA Technical Committee meetings, walk-in items would be noted, but not discussed until the following meeting, thus giving both sides equal chance to discuss the issues.
- Meeting adjourned at 9:04 P.M. by Chairman Avnet.
